PACA: Purpose-Derived Governance for Agentic Systems
The centre of my current work, being developed commercially at pacata.ai. Authority derived from purpose rather than assigned as permissions; everything on an auditable record; one grammar for human and AI roles; governance that improves off its own findings. Values Alignment Intelligence was the precursor discipline — it matured into this.

The discipline that seeded PACA — and its planned fit instrument. VAI proposed detecting drift between a system's stated values and its observed behaviours; within PACA that measurement gains what it always needed: an enacted record to read against, rather than language alone. The essay stands as the conceptual foundation; the fit/health axis of PACA is where it's headed.
