I've worked across most of the traditional INTs, as well as in policing, cyber threat intelligence, security behavioural analytics, and insider threat. I've led multidisciplinary teams and shaped intelligence programs in both public and private sectors. Over that time, I've built a broad and adaptive skillset. I specialise in understanding complex systems, designing information flows, and helping decision makers make sense of ambiguity. My strengths include deep analytical reasoning, stakeholder engagement, ethical decision-making, and the ability to turn data and context into actionable insight. I've also managed and developed training, designed new analytical approaches, and contributed to the development of custom tooling and workflows to support intelligence teams. In recent years, my interests have broadened. I realised that the tools of intelligence analysis could be applied more widely: to governance, civic systems, and long-range planning. This led me to explore systems thinking, design principles, and the power of storytelling as ways to make sense of and influence the systems we inhabit. It's a place to share insights, showcase projects, and connect with others interested in similar ideas. #### Career Timeline **2001 - Dropped out of University** I was studying cognitive science until my car got taken off the road. I decided I was sick of being broke. **2002 - Joined the Royal Australian Air Force** Joined the Air Force as a Signals Intelligence Operator Linguist. Bunch of weirdos, I seemed to fit in well. **2006 - First Deployment** Deployed to East Timor as part of Operation Astute. Fantastic place, great people, being in an army unit was a bit hard on this poor young RAAFie though. **2008 - Began my Public Service Career** My first role was as a training manager in the Department of Defence. I taught intelligence analysis to hundreds of analysts over three years. I also did other interesting things. **2011 - Deployed to Afghanistan** Phenomenal, challenging, confronting, and rewarding. And that's all I'll say about that. **2011 - Switched Agencies** Moved to another agency in Defence; did analysis, led teams, worked on projects, had a lot of fun. **2012 - Long Service Leave** Took six months at half pay. Travelled through the USA and Chile. Spent most of my deployment pay. Totally worth it. **2014 - Left Defence** Decided it was time to go home to Western Australia. Resigned from the public service, chilled out for a bit, and went back to uni to study literature. **2015 - WA Police** Got bored, missed intelligence work. I took up a role as the intelligence analyst for the Great Southern Police District. Amazing job, got to make a real difference in the community. **2017 - National Broadband Network** Got a call from a friend, she was building an intelligence team. Started my corporate career, wound up running the team a few years later. Met my wife there. Met Jack there too. **2018 - Launch of IndependINT** Established IndependINT to give structure to the things Jack and I were messing around with on the weekends. Very proud of the pun name. **2021 - Graduate Certificate in Intelligence Analysis** I'd gone back to university six times over two decades. Dropped out six times. As a duo we've achieved more than either of us could as individuals - Brendon taught Jack how to think like an intelligence analyst, and Jack taught Brendon how to approach problems with data as a first-class citizen. Over the intervening years, we've come up with a number of prototypes and approaches which are now ready for the next phase of development. #### Training & Education As an intelligence leader, I know how hard it is to find intelligence training for analysts. I had the privilege of being trained through the military and national security system and spent three years as a training manager at Australian Signals Directorate. This training gap is something acknowledged by my peers, particularly those working in the corporate sector. It led me to delivering a presentation at AISA Cyber Conference in 2024 titled *Teaching the Intelligence Bits of CTI*. It resonated with other intelligence managers, so I decided to write the training curriculum that I would want for myself and my analysts. This year I've been slowly working on developing content to teach intelligence fundamentals for the artificial intelligence age. It focusses on training analysts in developing an intelligence mindset and building the skills to solve a variety of problems rather than domain knowledge. We're almost finished developing the first two courses, *Fundamentals of Intelligence* and *Intelligence Tradecraft*, with *Data-Driven Intelligence Analysis* to follow mid next year. ##### Fundamentals of Intelligence **Purpose:** The Fundamentals of Intelligence course introduces students to the foundational concepts, roles, and practices of intelligence as both a profession and a discipline. It is designed as a soft entry point for those beginning their careers in intelligence or related fields, equipping participants with a clear understanding of what intelligence is, why it matters, and how it functions within organisations and society. It recognises the central purpose of intelligence as a function to support decision making, reduce uncertainty, and enable foresight. By providing practical exposure to different domains, organisational context, and roles, it grounds the student in the lived reality of intelligence practices. The purpose of the course is to bridge the gap between subject-matter expertise and problem-solving tradecraft. Security professionals often hold deep knowledge of threats, technologies, or environments, but may not have been trained in the structured analytic methods that convert knowledge into foresight and actionable judgment. This course closes that gap by providing a cognitive foundation in reasoning, biases and analytic frameworks. It introduces applied tradecraft which participants can apply to their target domain. I came to the problem through questions of values alignment in artificial intelligence, but it quickly became clear that the deeper issue lay upstream, in the misalignment of the human systems we rely on every day. That realisation shaped a six-month research project undertaken during a sabbatical that is now drawing to a close. The work on intelligence tooling, systems theory, values analysis, and applied prototypes all converged toward the same conclusion: that values misalignment is not an episodic failure, but a structural problem of information and feedback. This essay should be read as Version 1 of Values Alignment Intelligence. It is not a speculative sketch, nor a finished doctrine, but a beginning of a discipline intended to be tested, refined, and extended in practice. #### Values Alignment Intelligence: A New Discipline for Detecting Systemic Drift ##### Introduction Systemic failures don't just happen. When artefacts like regulatory investigations reports and royal commission findings are examined closely, you'll often find that they are preceded by gradual values drift years before any breaches or violations. Values are complex and subtle things, which means that when institutional behaviour shifts into misalignment, it's often undetectable until it's too late. The current governance tools that institutions have at their disposal can't detect failures until after the harm has occurred. We monitor financial liquidity and cyber threats in real time, but we only monitor values alignment episodically. The corrective feedback loops that our institutions employ to detect values drift, things like elections, audits, and investigations, are always reactive. Aligning a system to its goals, which are constructed from the logic of the values of its stakeholders, is a central function of leadership. The core responsibility of senior leaders is to keep organisations on track so that they are achieving their purpose in line with community expectations. The absence of information on misalignment in systems, which sits upstream from goals and operational design, is a gap which means that there are delays in the feedback loops that exposes institutions to risks. Advances in artificial intelligence may provide us with the opportunity to measure values alignment in human systems in real time. Large language models (LLMs) can extract normative values statements from the artefacts produced by leaders and stakeholders in a system, and can compare them to the processes, actions, behaviours, and motives the system produces. When analysed as an intelligence domain, this information can inform risk owners and senior leadership of systemic misalignment before reputational damage or harms occur. The objective of this piece is to advocate for the establishment of Values Alignment Intelligence as a discipline to provide early warning of systemic misalignment. ##### The Problem: Governance Latency in Complex Systems All complex systems will eventually drift from their stated values due to internal incentives, efficiency optimisation, and process stagnation. This is a feature of systems rather than the fault of any individual or group within an organisation. Leaders combat this drift through interventions and reforms. But current feedback loops built to respond to values drift are reactive. They rely on lagging indicators like complaints, whistleblowers, media reports, and regulatory interventions. By the time the signal reaches leadership, the harm has already occurred and the consequences are unavoidable. Traditional risk management focusses on compliance with rules rather than alignment with intent. There are practical and structural reasons why this is the case. Our society is built on bureaucratic processes and laws. Rules are binary, simpler for systems with numerous sub-units and distributed accountabilities to comprehend. They employ specialist staff who advise leaders on rules compliance alongside a belief that to follow process is the same as achieving a fair result. This conflation is understandable: process is visible and auditable, while values alignment is neither. It does however mean that systems frequently comply with rules while violating the values that led to their creation. ##### The Solution: Values Alignment Intelligence Values Alignment Intelligence is the systematic collection, processing, analysis, and dissemination of semantic signals (the meaning embedded in language) to detect drift between a system's stated values and its observed behaviours. It leverages the power of modern artificial intelligence framed by the professional rigour of intelligence analysis. The discipline applies the intelligence cycle to the problem of values alignment: 1. **Planning and Direction:** The organisation formalises its values and goals alongside identifying key stakeholders. 2. **Collection:** Systems ingest unstructured text, such as complaints, internal communications, policy and process documents, and external narratives. 3. **Processing:** LLMs extract normative claims and values signals at scale. 4. **Analysis:** Signals are aggregated and analysed to identify patterns of drift, contradiction, and trade-off. 5. **Dissemination:** Leaders are provided independent early warning assessments of values misalignment. Values alignment intelligence provides foresight, not prescriptions. It identifies the gaps while leaders decide how to close them. ##### Why Intelligence Tradecraft? Intelligence has effective mechanisms to deal with ambiguity, contradictions, and incomplete information. Unlike rules, values are fuzzy, and their individual definitions are contextual and contested. Intelligence tradecraft is designed to extract useful signals from ambiguous noise. As a discipline, intelligence has always operated in environments where adversaries have employed methods to hide their actions and intentions. Intelligence aims to find the truth behind the narrative. This is similar to dealing with systems which obscure their own drift, either through information being unavailable or through unconscious self-deception. The analytic techniques developed in intelligence analysis are well equipped to deal with complex, internally inconsistent informational environments. When implemented in line with best practice, intelligence professionals are independent and are not involved in decision-making. Values Alignment Intelligence is designed to expose signals of drift and communicate them to a decision-maker, not to intervene. It means that the Values Intelligence Analyst can be an independent assessor outside of the capture of a system. While traditional audit may compel organisations to act, intelligence is meant only to inform and make recommendations. Intelligence feeds into risk management and decision-making processes but does not itself act. This separation is crucial as only operational leaders have the full organisational context to make decisions. Finally, as with all intelligence functions, Values Alignment Intelligence carries epistemic risks. Any system that analyses narratives and institutional behaviour can be misused as a political instrument if safeguards are not embedded into its design. Intelligence analysts, particularly from my experience in Australia, operate with a strong internal culture of proportionality and restraint. They are trusted with the secrets of the system while also ensuring that their invasive powers are only used when operationally necessary. ##### A Systems Perspective Understanding where Values Alignment Intelligence sits within a system clarifies its scope and limits. A mapping of Values Alignment Intelligence to Donella Meadows' Leverage Points: Places to Intervene in a System places Values Alignment Intelligence at point 6, the structure of information flows, and point 9, the length of delays. It introduces new information into a system by producing previously unavailable intelligence of misalignment. It also decreases the length of delays in the system significantly by introducing indicators of misalignment proactively rather than waiting for retrospective examinations. It provides leaders with opportunities to intervene in at point 3, the goals of the system, as well as all the downstream intervention levers. Values themselves are paradigms, core components of worldview, at point 2 of this hierarchy of systemic intervention. The values that the leaders impart on an organisation, along with those of the stakeholders in a community, are vitally important to inform the goals that a system is trying to achieve and how it is permitted to achieve them. What Values Alignment Intelligence doesn't do is introduce any new interventions. Instead, it complements existing risk management and governance mechanisms. It is best thought of as a new leading indicator about something that boards, executives, and elected representatives already care about. Conduct risks, culture risks, operational risks, and ESG risks can all be better managed by using the outputs of Values Alignment Intelligence. Viewed through this framework, Values Alignment Intelligence is a modest, low-friction intervention with the potential to use the tools they already have in a more effective way. ##### Three Horizons of Utility Values Alignment Intelligence has utility at three horizon scales: **Horizon 1: Operational Resilience** *Focus: Mitigating reputational and regulatory risk and proactively minimising harm.* The aim of this horizon is to detect misalignments and values trade-offs that organisations necessarily create daily. It moves measurement of values drift from periodic assessments to real-time telemetry. By employing Values Alignment Intelligence, organisations can better manage their risks and minimise friction with stakeholders. **Horizon 2: Institutional Legitimacy** *Focus: Restoring trust through responsiveness.* This horizon is about reducing the feedback latency between citizens and the institutions that support them. Creating a continuous signal loop allows bureaucracies to adapt to feedback faster than existing mechanisms and align processes to stated values. This gives governments a way to anticipate and respond to misalignments in the execution of policies more rapidly than the four-year election cycle. **Horizon 3: Automated Alignment** *Focus: Safe scaling of automated decision-making.* If we automate misaligned processes with artificial intelligence, we scale harm at machine speed. This is a core concern in AI safety research. Values Alignment Intelligence provides a moral sense that automated systems, including future AGI, will need to function safely within human societies. By leveraging artificial intelligence to perform continuous values analysis we can provide machine decision-makers with guidance that matches their speed and context. The methodology is the same at each horizon, only the stakes and the speed of the systems change. ##### Building the Field Developing Values Alignment Intelligence as an intelligence discipline is a non-trivial task. At this point in development, some necessary milestones have been achieved: - Several projects have demonstrated that LLMs are able to extract normative statements from unstructured text. - The Political Values Analysis and Regulator Values Analysis projects have demonstrated that LLMs can categorise values into a taxonomy. - The Terms of Service Evaluator and System Values Analysis Tool have demonstrated that LLMs can assess values alignment from institutional documents and media reporting. - Ontologies for consistent mapping of values and easy integration into LLM workflows already exist. These are however prototypes and don't produce results that are sufficiently consistent to scale. There is much that needs to be done before Values Alignment Intelligence becomes operationalised. While Values Alignment Intelligence is based on intelligence tradecraft, it will need to incorporate new practices from other fields. These include moral philosophy, discourse analysis, AI alignment research, systems thinking and cybernetics, psychology and anthropology, and natural language processing. It's only through the novel recombination of these discrete disciplines that analysts will be able to work such a challenging target. It will need to be supported by data engineering, platform architecture, machine learning operations, and data science to build out the artificial intelligence tooling and infrastructure that this intelligence discipline requires. Current frontier models are surprisingly good at values analysis out of the box, but there are no doubt optimisations that will produce more consistent outputs at scale against what will be a diverse range of collection sources. As with any intelligence discipline, the collection and processing infrastructure will need to be developed to meet the intelligence requirements. Finally, there needs to be a dedicated, non-profit body to steward the discipline, ensuring it remains a public good rather than a proprietary control mechanism. I propose the establishment of a Centre for Values Intelligence as steward of the craft. It would be built with the goal of ensuring that human values are accounted for in the age of artificial intelligence. This is particularly important given that values are plural and operate within cultural context. ##### Conclusion Values Alignment Intelligence offers the potential to address current gaps in operational risk management while also building a field to manage emerging existential risk from artificial intelligence. As we enter an era of high-velocity machine decision making, we need to build values alignment infrastructure that can detect systemic drift at the speed of artificial intelligence. The legacy mechanisms we've inherited, holdovers from the twentieth century, are not up to the challenge. With Values Alignment Intelligence, we can build the moral nervous system for our institutions now so that they can see their own drift before they lose legitimacy and control. My aim for this series isn't just to talk about how systems can be responsive to values. It's also about how we can build tools, using artificial intelligence, to make systems values-aware. By doing this we can at least create the possibility of values alignment. The essays are necessary; it's about presenting my worldview and the frameworks that I've developed because they underpin the approach that I'm taking. But the tempo from here will be to swing between concepts and tools, using the ideas to build the case for why these tools are necessary. Following this post, we'll be looking at Authorship-Articulation-Alignment-Adaptation. More theory, sorry. But I will break them up with some more practical posts. After that though, I'll be introducing the principles behind what I call the Civic Arsenal. The idea is to create an AI-powered toolkit for humans to help tease out the values encoded in artefacts, measure alignment, interact effectively with bureaucracy, and discover their own values and worldview. Initially, these tools will target the interface layer, the place where humans interact with systems and feel the most friction. For today though I'm bringing a demonstration forward as a teaser. This post is about a simple Terms of Service (ToS) evaluator which reads a company's ToS and evaluates it against a set of articulated values. It's sharable because I've wrangled the logic into a custom GPT. Be warned, it's imperfect and inconsistent in its current form, but hopefully you'll all be able to see where the concept could go with some solid engineering and quality control. Treat it as an experiment and have some fun. #### Why terms of service are useful for values analysis Terms of service are artefacts which are presented at the interface layer but give insights into the activities occurring at the implementation layer. They need to be a truthful representation of how an organisation operates because, as a legal document, they can be held accountable if they breach their own terms. This means that it's one of the few ways that we get an insight into the internal processes of an organisation and the values that inform their decisions. Image generated by Chat GPT. Design decisions, how they achieve profit, your relationship with the service: these are often present under the legalese. You won't be able to get a deep insight into all the values related to how a company operates, but you will be able to infer some of the values behind the decisions that are relevant to you, the customer, and how you interact with the service. For the experiment I selected six values: accountability, agency, care for children, consent, pluralism, and transparency. These were chosen not because they are more important than other values but because they are relevant to the domain. They're also relatively uncontested. I wouldn't have chosen 'care for the environment' because it is not relevant to that interaction, you'd need to go to other internal documents to understand operational processes. It's also the case that values around humans and their relationships are contested between extractive and conservationist perspectives. Overall, these documents give you an unusual insight into the how organisations work behind the scenes. It makes them a great target for values analysis. #### How it works The concept is that you give the GPT a terms of service document and it assess it for how it aligns with six values which have been explicitly articulated and provided to the LLM as context. The prompt behind the custom GPT is relatively short, about 1000 tokens. There are also six values explainers which are stored as knowledge for the GPT. They're about 500 to 700 tokens each. The prompt contains the following steps: 1. It is given a purpose: to evaluate ToS documents for alignment with six values. 2. The system message gives it a role as a value alignment evaluator and instructs it to assess a ToS document against six values. These values are referenced as being contained in the values explainers. It is given instructions to be rigorous, to ground evidence in the ToS text, and to use only the definitions of the values in the explainers. 3. It is then given a process workflow: - Validate the input. 4. Extract and structure the information in the ToS document. 5. Evaluate the information against the values as per the explainer file, with justifications. 6. Produce a scorecard and summary report. 7. It is provided the values explainers. 8. It is given the format for the output. 9. It is instructed to provide a statement at the bottom of the output stating that this is an experiment with values written by an LLM. The values explainers have the following sections: 1. Core principle. 2. What this value requires of systems, in dot points. 3. Examples of alignment. 4. Examples of misalignment. 5. The maturity model for alignment, contextualised for this value. All of the values were generated by an LLM (Chat GPT 4o) after I selected the values that were to be included. I did this to try to limit the extent to which my own values were imposed on this experiment. Having said that, I'm aware that the memories and prior context of conversations would have impacted the output, as well as the natural biases of LLMs and the material they were trained on. That is why we're looking at Authorship of values next, it's important that we have mechanisms to make sure that the values represent I've published the values explainers on my website for transparency, you'll be able to see that these, as well as parts of the prompt, were generated by LLMs. #### Caveats This approach doesn't give a standard output every time. Having said that, neither do humans. And frankly I think the output is better than most non-specialist humans would be able to produce if you asked them to read a ToS document and extract the parts that are relevant to a value like agency. Still, run it a few times, and don't rely on it to make important decisions. We humans are the only ones with the moral sense to really understand values. The values are real, but the features that are marked as being important have been established by a non-human. Ideally, you'd have your own values articulated and you'd be able to compare them to ToS documents. I have no desire to tell you what your value should be, all I want to do is to build something that can compare them to those of a service. So, for now, I ask that you use the values provided in the spirit experimentation. Finally, some organisations will have separate policy documents for things like privacy. That is a good thing: it means they're explicitly addressing a known human value and describing their policies in greater detail. However, this GPT isn't designed to take in all the artefacts of a company, it's just giving a view on a single document. You can attach more than one document for your analysis but I'm not confident it'd be effective. All I'm trying to achieve here is to demonstrate that if you articulate values and ask an LLM to compare it to a document, it can produce something insightful. Have a look, I think you'll find it meets that bar. #### Using the tool It's pretty simple. Paste the URL of the document you want analysed, attach a text file, or paste the content in the chat text box. It also works if you write "can you please analyse the terms of service for [insert company here]". It will do it, it's just that you need to be sure that it's pointing to the right document. It should give you a nice report at the end. If it doesn't (1 in 20 times maybe) just ask it to produce a report for you. It seems to have become more reliable since the release of GPT-5, but who knows, they mess with the models all the time and this can have unpredictable impacts on the GPT. I'd recommend starting with some services whose stance on some of the stated values like transparency or consent are known to be positive and seeing what the GPT returns. Children's education services are interesting too, they often have different terms that other sites just haven't considered. Run each a few times for a site, compare what is consistent and what shifts. I've also used the thinking models for this GPT, they seem to produce better results. #### What I'm building from here The GPT in its current form is cool, and it produces an output that looks authoritative. However, there is a big different between something looking authoritative and it being authoritative. I've shared this GPT using link sharing because I don't want to have it out there on the GPT store. You need to read the post to understand the context and limitations before using it as an experiment. The approach that I'm taking from here is more like how we do triage and alerting in intelligence and cyber security. I'll be aggregating signals from ToS documents which are relevant to core values and building a library which can be used to consistently match the signals to ToS statements. That will allow me to use my human judgement to assess which types of behaviours are more consistent with what I, the user, consider valuable. It'll then be about testing where various services sit relative to their peers, as in which are leading and which are lagging, according to any one articulated value. This eliminates the challenges of giving subjective scores. #### Final note While I still assert that it's critical that our systems are aligned to core human values, we also need to accept that values are often contradictory and impossible to follow all the time. A transgression of a value is not the same as a violation of law. It should be treated as an opportunity for reassessment of behaviours rather than being used to target either humans or our non-human systems. If we're going to be serious about trying to embed values in systems, we also need to remind ourselves that we humans, with our moral sense, are not perfect. We need to be patient and constructive when trying to shape systems. Give it a try, break it, share odd results with me. These are smart, well-intentioned individuals who weren't disagreeing about the facts, they're disagreeing about values. Our public debates have been flattened and have lost their moral literacy. The aim of this tool is to make those hidden assumptions visible again, so that conversations can start with understanding. Our arguments aren't just about facts or interests, they're about what people care about most, often without realising it. By tracing those hidden values, we can start to see why certain conflicts feel unsolvable and where dialogue might actually begin. The Narrative Values Extractor doesn't tell us who's right or wrong; it helps us understand why people take the positions they do. #### How it works The custom GPT works by taking a narrative text such as a news article, editorial, or statement, and producing a short, structured values map. Instead of summarising events, it identifies the groups involved, the values they claim, how they frame the issue, and what solutions they prefer. It also surfaces the conflicts between groups and suggests possible ways forward. The result is a human-readable report that outlines the moral and normative information often hidden inside public narratives. The tool follows a strict step-by-step process: 1. Is given a purpose: to read a single narrative and output a compact, structured values map. 2. Is given the output format and output mode. 3. Ingests URL, file, or copied block of text. 4. Discovers the actors named in the narrative: - Enumerates over name groups and actors. - Merges duplicates. - Requires that actors be relevant to values map before recording them. 5. Extracts values: - Extracts values nouns and noun phrases. - Separates stated values from inferred values. 6. Evaluates the evidence with discipline: - Using quotations where possible. - Includes citations when browsing is on. 7. Produces a conflict map: - Lists value-vs-value clashes as X ↔ Y pairs. - Notes narrative devices. - Surfaces asymmetries of power, voice, risk, or information. 8. Proposes bridging hypotheses: - 2-4 practical ideas that honour both sides' values. - Is concrete in recommendations. 9. Checks output for quality, bias, insufficient information, missing groups. #### Limitations The tool sometimes gives infers actors based on the text. This is referenced, but it's something that I'm considering explicitly excluding because it can cause confusion. You can see that the example at the end of this piece references the NSW licensing authority who weren't quoted in the article. I've kept it in for transparency, it shows the limitations of this approach. The stated values don't match any values framework. They are the best match of the LLM to what it considers human values to be. That's ok for this project, because this is a first pass where you extract the values from a narrative before aggregating it across a group corpus and building the values map from that. In a larger project I'd be taking thousands (or hundreds of thousands) of these outputs, then collapsing them into the main threads to discover the fundamental values. I also wouldn't recommend using the outputs as a source of ultimate truth. These are designed like I build intelligence tools. They point a user in the right direction, reduce uncertainty, surface indicators that might inform more in-depth analysis, that kind of thing. We're the moral agents here, not the LLMs. It means we need to use our own judgement, this is just to help. #### Using the tool Like the Terms of Service Evaluator, it's pretty simple. All you need to do is open the custom GPT, paste the URL or text, and let it do its thing. If you can, turn on thinking mode, it gives a much better response. This works best with articles that are rich in values statements and have at least two opposing sides. I have also tested it out with texts like the poem The Man from Snowy River and the French national anthem La Marseillaise. The results were very pretty cool. Still, I'd try it with investigative news articles first, particularly those which talk about a wrong being committed. #### How it fits in the bigger picture The aim of this proof of concept is to demonstrate how you can extract values from a text. The techniques it uses are the same as more complex processes I've built, such as the [Political Values Analysis tool](https://brendonhawkins.com/hansard-political-values-tool.html), simplified so that it can be used by the public. But what's important is that it shows that LLMs can make explicit the values that are just under the surface of contested issues. I think this might be the most practical of the custom GPTs I've built so far. It's something anyone can use when they're trying to make sense of a complex issue by understanding the moral terrain underneath. These simple demonstration GPTs wrangle the logic of some of the tools I've built at home into something that can be easily accessed by the public. But they are limited, as simple prompt-driven one-shot analysis tools that don't have the validation steps that I'd like in something more robust. This tool stretches to its limits what I can do to extract values signals with a custom GPT. I've taken as many of the frameworks and theory from this series as I can in one process. This isn't just another policy critique tool: it's a diagnostic tool that reveals where and how a system's stated purpose diverges from what it actually does. It then makes that analysis actionable by identifying specific intervention points. Unlike policy tools it's not aiming to see whether institutions are abiding by regulations or whether policy is effective at achieving goals. It's going deeper, to the values that inform those goals, to diagnose where the values may have been lost in translation. #### How it works This custom GPT needs to be used in thinking mode. You may need to use the browser version of Chat GPT, it can be hard to choose model using the phone app. The process is as follows: 1. The user inputs a system and an aspect of the system that it wants to analyse. This specific focus is important; these systems are often massive and the LLM can drift to whatever first catches its attention if not instructed properly. 2. Phase 0 (Scope): The tool sets the boundaries of the analysis. 3. Phase 1 (Grounding): The tool performs research through a web search to identify information relevant to the request. 4. Phase 2 (Narrative Mapping): The tool extracts the dominant narrative, common metaphors and frames, narrative carriers, and tone and positioning. 5. Phase 3 (Values encoding and drift): The tool examines the system's stated values and enacted values before identifying drift between the two. 6. Phase 4 (Four-Layer Framework Application): The tool examines the system using the Four-Layer Framework, looking at the values layer, meta-systemic layer, implementation layer, and Interface layer. 7. Phase 5 (Alignment Diagnosis and Interventions): The tool identifies key misalignments and proposes interventions in the system that would improve alignment. 8. Phase 6 (Four A's Synthesis): The tool examines the values embedded in the system by looking at Authorship, Articulation, Alignment, and Adaptation. 9. Phase 7 (Summary): The tool produces a paragraph summarising the findings of the analysis. The results are output as a narrative report in Chat GPT. #### Limitations This is necessarily a one-shot analysis of a complex system. It works well but should not be considered authoritative. While LLMs can hold a lot of context at once, the grounding is shallow and limited by the attention that it can provide to the task. It seems like the loudest narratives in the media and the official sources are the ones that come through the search results. This is a bias in the way all web search is performed, it is difficult to overcome without more robust collection methods. Its proposed interventions can be hit and miss. Well, mostly miss. LLMs are like idealistic teenagers who just happen to have read ever book ever written. The cheerful optimism is nice but we should probably leave policy proposals to the humans who have to live with them. They do work as good prompts for future thought, particularly on the occasions where they come up with ideas I would never have thought of myself. It's also important to note that the entire process is designed to look for misalignment between stated values and behaviours. This is an intentional bias. The things that are working well in a system aren't likely to make the news. It means that the LLM will look for misalignments and may amplify them in its analysis. It's worth remembering that most systems achieve their goals effectively most of the time. But some misalignment is inevitable, that is what this tool is trying to highlight. #### Using the tool A reminder: you'll need to use thinking mode for this one. I've provided a few candidate Australian systems that I've tested which work well. They get a lot of coverage in the media so are rich with values language. - Child Protection System (Australia) focussing on indigenous child removals - NDIS (National Disability Insurance Scheme) focussing on participant autonomy and administrative control - Youth Justice System (Victoria) focussing on incarceration of children - Australia's Climate Policy System focussing on fossil-fuel approvals under net-zero commitments - Welfare Compliance System (Centrelink / Services Australia) focussing on automation and the Robodebt legacy I've avoided any corporate institutions in the examples but they work just as well. My aim was to demonstrate that an LLM can look at a system, extract the stated values that it's meant to be aligned with, and then compare those values to how it's performing. It does that at least. And it's a different lens from how we often look at the performance of our systems. This custom GPT, with its multiple phases, is really a bunch of different tools taped together. To develop it out further will be a lot of work, but I am looking at the individual elements as part of a bigger ecosystem. At the very least I need something that does: comprehensive grounding; effective values extraction into a more formal specification; a more complete survey of sentiment towards the values of system behaviours; and, more rigorous analysis of the gap between stated values and what a system actually does. Like everything, it's a work in progress. This post was two weeks after the last one, I am slowing down a bit. What is interesting is that LLMs, using this method, are capable of extracting these values categories from artefacts like parliamentary speeches. The 14 values identified are: 1. I wanted to understand what aspects of how I construct reality led me to thinking the way that I think. So, I approached it the way that I would any intelligence problem: by systematically looking at the information available and stepping it up through processing layers until it was in a condition suitable for analysis. I then analysed the individual elements and brought it together into a final report. Choosing the corpus of information was an easy decision. I had years of archived conversations with Chat GPT which contained rich rambling conversations about a range of topics which contained worldview-relevant information. It was structured in JSON and I'd previously indexed the data in a database with thematic categories extracted by an LLM. It was set up as an MCP server which I could use with Claude Desktop. Through some research and conversations with LLMs I settled on 12 worldview categories and built out a process to for analysis. I coded it up and tested it on small samples, then vibe coded a more robust system in Cursor which could perform analysis across all the conversations. The whole production run cost about $30 in API credits. The output was incredible. I can't share it, it's too personal. It told me things about the way that I approach the world, where I'm coherent, and where I'm conflicted. This research applies Values Alignment Intelligence (VAI) methodology to reveal the moral architecture of Australian regulatory frameworks and identify patterns of values misalignment in organisational behavior. #### Project Outline This project was a follow-up to the [Hansard Political Values Analysis](https://brendonhawkins.com/hansard-political-values-tool.html) tool. I wanted to re-use the methodology on a more operational arm of government. The objective was to take the guidelines and determinations of a single regulatory body and extract the values that give it purpose and goals. Regulators are well suited to this type of analysis. Unlike legislators, whose value statements are often rhetorical, regulators are expected to interpret community expectations and sanction systems when they breach standards. Their enforcement reports are a public artefact which explicitly reference the values of the community and explain where the breach occurred. It means they are easy for LLMs to process for the extraction of values. For this project I chose The Australian Communications and Media Authority (ACMA) focussing on their function regulating broadcast TV and radio. I chose ACMA and their broadcast media remit because public complaints made about TV and radio are often incidents of moral outrage rather than technical breaches of regulatory responsibility. The dataset consisted of 88 adverse findings reports and infringement notices and 16 guidelines documents which outlined their expectations. Each document was processed through an LLM pipeline that extracted the normative values statements, obligations, and information about any breaches. A second consolidation pass produced a taxonomy of 16 values categories, each with a definition and key indicators, as well as a list of common violations. This work is an early demonstration of Values Alignment Intelligence (VAI). VAI is a methodology for identifying institutional values structures from textual artefacts and comparing them to organisational behaviour. It provides an enterprise with the capability to interpret its policies and actions to interpret whether they are meeting or violating community expectations. It's a missing element in enterprise risk management. The reason values alignment intelligence has so much potential is that it allows institutions to sense violations before they become breaches. Values interpreted at the meta systemic layer are translated through legislation to produce regulations and laws. Laws are a floor in community expectations, and lawyers are normally able keep organisations operating above that floor. Values are fuzzier, and organisations require more nuanced techniques to maintain social license. The methodology has proven reliable for extracting value frameworks from political and regulatory sources. The next step is turning the lens inwards, applying the same analytic techniques to process and organisational behaviour, to give enterprises the tools to anticipate breaches of community expectations. #### Key Capabilities **Systematic Value Extraction:** Uses AI to extract normative values statements from regulatory guidance documents, identifying what organizations should do and the principles that guide regulatory expectations. **16-Value Taxonomy:** Developed a comprehensive taxonomy of 16 core Australian regulatory values through multi-pass consolidation of 76 unique value categories extracted from ACMA guidance documents. #### The 16 ACMA Regulatory Values These are the 16 core values categories identified from ACMA regulatory guidance documents, capturing the moral architecture of Australian broadcasting regulation. There are far better sources than me to explain what AI alignment is, but as a summary it's activities around ensuring that artificial intelligence systems behave in a way that is consistent with human values and intended goals. I consider it one of the most important areas of applied AI work given how rapidly the technology is moving. Long before it became a critical 21st century emerging field, we started exploring the core dilemma: how to build systems with power that do not betray the values of those they serve, even when they obey the rules. My interests flowed from a combination of professional and personal curiosity. In my formative years I was influenced by characters like Astro Boy and Data, archetypes of artificial beings whose application of values-driven logic gave them superhuman moral judgement alongside their great strength. On the flip side we had Skynet and HAL, cautionary tales of what happens when we hand judgment to misaligned entities whose intelligence surpasses our own. In my work as an intelligence professional I've been using LLMs and the precursor technologies for years, particularly for processing and analysing bulk unstructured data to produce insights for decision makers. But I've also watched the threats emerge as nefarious actors embrace artificial intelligence to launch cyber campaigns, produce disinformation, and accelerate technologies which threaten our societies. The conversation flowed over how to embed principles of AI safety into my work and future potential career paths. We also wrestled with the acknowledged challenge of deciding whose values make the cut when doing the aligning. But towards the end of conversation, I made an offhand remark that I haven't been able to shake since: *Why are we so focussed on making sure that AI is aligned to human values when we haven't insisted on the same for all the other systems in our lives?* We've demanded that artificial intelligence be aligned with human values because we recognise their potential to shape lives, exert power, and act autonomously within systems. But we already live among powerful entities that meet this description. Governments, corporations, and bureaucracies shape our reality every day. Yet we've been content to hold institutions to a far lower standard: compliance with the law. In the absence of formal alignment to human values they have drifted to an extent that has led to people questioning their legitimacy. It is a quiet betrayal of the social contract that we all feel but haven't been able to name. Before we can talk about alignment, it helps to understand how we even see systems in the first place. Most of us encounter them first at the level of events: an unfair decision, a broken process, a form that doesn't make sense. When we zoom out, patterns emerge. Their signals are repeated failures, slow responses, disjointed decision making, an inability to reform, or entire sectors stuck in place. Further out still are the structures: the rules, incentives, and institutional logics that produce those patterns. Beyond those are the mental models and worldviews that shape how those structures are even imagined. This is where the deeper misalignments hide. In this series, I'm going to move between these levels. The aim isn't just to explain the systems that frustrate us, it's to show how values get lost at each layer, and how AI might help us stitch them back in. The cascading effect of this realisation was that it contextualised a lot of what I feel about the world that I live in today. My society here in Australia is pretty good, for the most part, and I have a positive view of my fellow citizens. I'm safe and healthy and free to get through my days in peace. And when they work well, the systems and organisations that form a critical part of our society make a massively positive contribution to our wellbeing by performing functions that no individual alone could hope to achieve. Still, something is fundamentally wrong with the fabric of our society, with the systems that exist all around us. The institutions that we have created are functionally semi-sentient, goal-directed systems which are intelligences of a type. Their behaviour emerges from internal logic, external pressures, the human agents within them, a survival instinct, and systemic drift over time. We've engineered these systems with power and autonomy so that they can fulfil these critical roles in our society. What we haven't done is explicitly embed our values within them. It means that these organisations are misaligned intelligences, and unlike AIs, we've given them no safety layer. These entities are all around us; they are big and powerful because they need to be. It means that when they take an action, or when individuals take part in an action on their behalf, they have the potential to generate both enormous good and significant harms. I like to believe that on balance their positive impact on our lives greatly outweighs the negatives. Of course, when these systems damage individuals, it can be personally devastating. I'm a veteran of futile foreign wars. I've spent a career chasing rule breakers on behalf of grateful communities. More recently I've transformed into a corporate drone, applying my trade to help protect critical private services that we all depend on. I've worked inside of massively complex organisations, mostly in roles where my job has been to run functions that are looking out for threats to their core interests. The best insights I've had into organisations, government and corporate, is what they worry about during critical incidents. I kind of get these alien intelligences in my own way, from both the inside and the outside, but ultimately, they're not like us and never will be. Despite their difference, we should hold them to high standards. So, in this first post, I'm going to introduce a simultaneously radical and uncontroversial precept: *We should expect the same adherence to core values from non-human agents as we do from people.* We've engineered systems with power and autonomy but never stopped to ask whether they're aligned with the values of the people they serve. We're asking questions about alignment now because we're on the brink of creating artificial intelligences that we recognise as being like us. My concern is that we've had other intelligences living alongside us all this time without asking the same of them. ## Naming the failures I've been harmed by systems. I suspect most of the readers have as well, even if the harms are abstract and the offenders diffuse. I've also inflicted harm on people on behalf of institutions. Always legally, almost always in line with community values, but harmful all the same. Once again, I suspect that many people have, through the demands of economic competition, by generating environmental damage, through bureaucratic decisions they regret but have no choice but to make, and by taking urgent action to make communities safe and secure. We necessarily compartmentalise these actions as being part of the job or just how things are. But sometimes it gnaws at us. I've seen good, honest people undertake actions on behalf of organisations that they would never inflict on another person when acting in their personal lives. The paper shield of bureaucracy made from the pages of law books and stacked layers of process documentation, transforms moral individuals into agents of institutional indifference. It's so normalised that we barely give it any thought. The problem is that sometimes when we do we realise that these entities we belong to, that we sometimes identify with, don't share our values. Beneath even these layers of values, systems, and laws lies something deeper: worldview. Among other things, it's the lens through which we decide what even counts as a value in the first place. We don't have to cover that now (it's a conversation for later in this series) but it's worth noting that every debate about alignment sits inside a larger frame shaped by how we see the world. Understanding that worldview comes first matters, because the way we see the world shapes which values we choose, how we express them, how we embed them, and how we adapt them over time. I call these features the four As: authorship, articulation, alignment, and adaptation. This alliterative mnemonic is useful to highlight how values should interact with organisations and how they operate. ### Authorship First to authorship. Authorship refers to who decides the values of a society and the mechanisms they use to do so. Across history, societies have used many approaches: traditional wisdom handed down by elders, religious revelation codified into doctrine, philosophical debate among learned scholars, and democratic processes that produce constitutions and rights frameworks. The choice of mechanism depends on a community's shared worldview, and while the specific path may vary, legitimacy rests on whether the community accepts both the process and its outcomes. In my cultural context, we've largely rejected mechanisms such as religious doctrine to codify the core values of society but haven't established new ways to define them. Instead, we try to embed values inferred from cultural narratives into laws and processes. This kind of works until you need to explain shared values to an alien intelligence like the AI you've just created or a corporate wealth accumulation system. Pluralism is essential to preserving freedom, but without a deliberate process for authorship, even our most fundamental principles remain informally held and inconsistently applied. ### Articulation The second is articulation. Articulation refers to the explicit expression of the values that individuals and systems aim to be aligned to. Organisations clearly have stated values, and the best organisations live by them. But there are unstated values, some assumed, others contested, which are the essential foundations of our cultures, nations, and civilisations. They're often difficult for even we humans to label and explain, but unlike the systems around us we have instincts and complex fuzzy neurological structures that tend to keep us on the right track. Systems don't, and I suspect that the absence of value-aware feedback loops is an oversight that we need to correct. But the more important absence is that of clearly articulated values which have been agreed upon by a constituency. This makes alignment to values impossible even if we can implement systemic mechanisms to produce useful signals. We need these clearly articulated values not for us humans, we get it instinctively and through cultural transmission. Instead, we need them for the other intelligences that we have in our lives so that they can align themselves with our values. ### Alignment Next is alignment. We've already discussed this in the context of artificial intelligence, and it can just as easily be applied to systems more broadly. It's making sure that these systems behave in a way that is consistent with human values and intended goals. A common frustration which illustrates moral alignment versus legal compliance is terms of service agreements. Users are often required to agree to these agreements to access a service, and they are notorious for being complex and full of legalese. It's become a cliché that nobody ever actually reads them. My intent in this blog series is to look at the mechanisms for embedding values in systems rather than trying to promote any specific values of my own. However, for the sake of this example, we'll assume that consent, transparency, agency, and empathy are reasonable values which we are asserting. Terms of service agreements are misaligned when assessed against these values. They create the illusion of consent because they are a compulsory condition of use. Consent requires understanding and alternatives, but there is often no alternative if someone wants to use a type of product. They are also functionally opaque rather than transparent. The information is presented, but often it's not easily comprehensible. There are problems with agency because there is no negotiation between agents. Finally, there is a disregard for empathy. They are designed to be intentionally exploitative of cognitive bandwidth, time, and attention rather than engaging with people as moral agents. They represent a failure of alignment. ### Adaptation Finally, there's adaptation. For many in my generation, this has become the background hum of despair. We've inherited values that are no longer controversial: a responsibility to the future, a custodial approach towards nature, a general trust in science as a method to understand the world. But the systems that we live under can't, or won't, adapt in a way to reflect those values. The result is a moral dissonance where we say one thing, feel another, and act through structures which betray both. It's not a failure of capacity or knowledge or planning, it's a failure of alignment, legitimacy and moral courage. Part of the problem is that we've outsourced moral responsibility to economic proxies. Money becomes a stand-in for values. Things like carbon credit instead of emissions cuts, ethical investments scores instead of structural reforms, philanthropy instead of justice. But these instruments don't hold systems accountable to values. Instead, they allow institutions to signal alignment without any adaptation to our expectations. The result is a kind of moral laundering, where symbolic compliance replaces real adaptation. It's efficient, measurable, and deeply misaligned. They're not just four separate failures, but stages in a chain: who writes the values, how we express them, whether we embed them, and how we adapt when the world changes. ## There is hope I'm an optimist. A walk, a coffee, some time to reflect, that's all it takes to recontextualise the challenges we're facing. I believe, at a fundamental level, that we have a unique opportunity opening in front of us, perhaps the most significant we've had in generations. The emergence of artificial intelligence has triggered immediate and serious conversations about values and their relationship with complex systems. Our concerns have moved beyond the motives of the speculative fiction antagonists from my youth to something that needs to be addressed in the next few years. They have become urgent and real. But in looking closely at AI alignment we've also stumbled into a broader reckoning: we're finally asking how our other systems should behave. That's the first half of the opportunity. The second half is that artificial intelligence is destined to become our systems by absorbing and transforming the bureaucracies, institutions, and platforms that already structure our lives. It will compress decision and sense making across these organisations. This in turn will moderate gatekeeping, perverse internal incentives, destructive feedback loops, concentrated self-interest, and internal contradictions. It's at that point that values can be embedded back into our systems. AI will amplify whatever moral infrastructure we give it. The reason why AI alignment has been recognised as being so critical is that we all know that this infrastructure is in urgent need of repair. We are in the process of handing over the control of misaligned systems to intelligences which will likely exceed our own by the end of the decade. And we don't have the tools to diagnose this broad misalignment, much less to fix it. That's my intent for this blog series: to share ideas about building the moral infrastructure that can help us to repair systems which have drifted from their original intents. My aim is to blend some of the early frameworks that I've been building with practical AI tooling, anecdotes about systems and their failures, and broad reflections on culture, values, and worldviews. It's informed by academia but written from the perspective of lived experience. I hope to navigate this space through narrative, myth, and emotion as well as analysis. We need to, because the outcome of this work needs to be suitable for the whole of our lived human experiences. It's inevitable that at least some of what I'm going to write is going to be wrong. I'm putting out imperfect material into a complex world, knowing that my own view is incomplete and that much of what I've done has been produced in isolation. That means that this is also an invitation to start a conversation about these big picture ideas from an angle that might be new. But it's also likely that some of it is going to be useful. And at this time, when tools are changing faster than our ethics can follow, a good enough map now might be more important than a perfect one drawn too late. --- # Organisations as Emergent, Non-Conscious Intelligences **Subtitle:** Our institutions think without feeling. It was 2012 and I was standing outside of R2, one of the offices at the Australian Department of Defence Headquarters, near the entrance to the underground carpark. In retrospect, I shouldn't have been surprised: the X-Files had conditioned me to expect to find them on a military base. It was a clear Canberra morning, and I don't remember freezing, so it must have been some time before Anzac Day. I'd been for a walk to clear my head after thinking myself in circles for the past few days. The problem I'd been facing was how to take the fuzzy, contradictory information created by intelligence reporting and ground it with observations made in combat. I wanted to do it in an automated way, to match the objects and events in a way that made the accuracy of the intelligence easier to judge. If we had LLMs back then it would have been a much easier task. To reframe the problem, I visualised the information flowing through the department. There were dozens of sense analogues, including intelligence collection, and analytic units which translated the raw data it received into standardised information to build knowledge about the world. It made its way through to decision makers with an understanding of the capabilities and constraints of the institution, and how to use them to achieve the organisation's tactical, operational, and strategic goals. It was then passed to its instruments, the people and equipment, which it could use to impact the world. After staring at the grainy UFO photo for what felt like hours, the blur became structure. Once seen, it couldn't be unseen: *Institutions are emergent, non-conscious intelligences. If we want them to share our values, we must design those values in and hold their architects to account.* The threads of information weren't just connecting people, they were moving through a larger structure that was shaping, filtering, and directing them. It wasn't enough to understand the data or the individuals. To make sense of what was happening, I had to see the organisation itself as the thing doing the thinking. There's a popular idea that if we encountered consciousness unlike our own, like an alien mind with radically different structures, we wouldn't recognise it. I think there is something similar going on here. I don't think that Defence, or any other system, is conscious, and it doesn't feel like a mind. It's an institution. But once I saw it as an information-processing entity with goals, values, memory, and internal logic, I couldn't unsee it. In that sense, Defence behaved as an *emergent intelligence*: a system with autonomy, logic, and purpose, but without consciousness or empathy. And like any intelligence, its behaviour emerges less from the people inside it than on the system it had become. ![Area 51? It has a rigid hierarchy which creates clear pathways that mimic algorithmic control flow. It has formal cognitive standards, things like minutes and reports, which define how information is expected to move in structured formats. There are also different channels for different types of information, and strict controls on which parts of the organisation have access to that information. It has standardised cognitive subunits. By that I mean the people. Military personnel are trained, indoctrinated, evaluated, and reshaped into uniform decision makers. As instruments, they're interchangeable, comprehensible, and consistent. And it has an enormously strong culture and values which it imparts onto those cognitive subunits. As an institution it has a worldview, sense of humour, memory, loyalty, and preferred interpretation of reality. This insight isn't about Defence. It's about institutions as systems of cognition. And I don't want to anthropomorphise institutions or more abstract systems during this series, they are a very different type of thing to humans. This is a conceptual lens rather than a statement about ultimate reality. But, when taken as a whole, I began to see Defence behave as if it were an intelligence optimised for resilience, predictability, and control. It became a very useful framework to apply to large organisations more broadly. The echoes are everywhere. In corporations, incentives and compliance systems shape behaviour more than any CEO. In bureaucracies, legacy procedures exist long after their rationale is gone. Even in movements and social platforms, collective identity and internal logic outpace the intent of any one founder. This intelligence only emerges at a certain level of complexity, where systems outgrow the control of a small group of people. If goals and behaviours remain stable as people rotate, and the system learns from feedback, treat it as an agent. Or as an alien intelligence if that works better for you. I managed to avoid a Mulderesque breakdown when I realised that the aliens were everywhere and they were controlling our lives. That might be because he saw conspiracy where I saw structural misalignment. ## On the ontological foundations of organisations as agents I'm going to take a bit of a diversion here to talk about ontology. Ontology is the study of what exists: the types of entities in the world, their properties, and the relationships between them across time and space. It asks questions like: *What kinds of things are there? What are their essential characteristics? How do they relate to each other?* In practical terms, ontologies are how we categorise things and make sense of the world. They shape how we interpret reality, and they underpin everything from our scientific models to our social systems. Whether we realise it or not, we all have ontologies. They're the invisible scaffolding of our worldview. You might ask why ontology is relevant outside of philosophy departments. In intelligence analysis we use them a lot. They are practically deployed as models of reality in a domain that we need to subject to intelligence collection and analysis. They're necessary because different target sets, such as a tribal society, a state military, or a criminal syndicate, operate within distinct social, political, or religious structures. Each context may require different classes of relationships between people, organisations, equipment, and events. The underlying shared ontology that we use in our 21st century material reality still provides the scaffolding, while these ontologies provide the details. Once you've established what you need to know and how the stuff you're collecting relates to each other, you can go about building things like knowledge bases or other types of information stores. A good example is that a police department database will have classes of people that establish their relationship with a criminal incident, such as victim, witness, suspect, and offender. These classes of people have very precise definitions that are sometimes defined differently in other domains or contexts. What does this have to do with organisations as alien intelligences, you ask? Well, it's because organisations share some attributes with people but are also radically different in key areas. They share ontological features like intentionality, capability, and participation. It means they do stuff in the world because they have goals, the means to deploy resources to achieve them, and are permitted access to the world to be able to influence outcomes. This means that they are agents in the world. The classification of humans and organisations both as agents, as in entities capable of acting and making decisions, is why they're grouped together in the agent ontology of the [Common Core Ontology](https://github.com/CommonCoreOntology/CommonCoreOntologies/blob/develop/src/cco-modules/AgentOntology.ttl) (CCO). CCO is a mid-level ontology developed to provide a consistent framework for representing entities and relationships across diverse domains. It's been [adopted by the U.S. Department of Defense](https://www.buffalo.edu/news/releases/2024/02/department-of-defense-ontology.html) and Intelligence Community to standardise how information systems model reality. Humans and organisations are grouped together as agents not because they are the same kind of entity, but because they exhibit similar external behaviour: they act on the world, pursue goals, and participate in events. From an ontological standpoint, this shared functionality justifies treating both as agents, even if one is conscious and the other isn't. That means you can relate them to the other things in the world, such as locations, time, and events, using many of the same patterns and properties. One critical difference from humans is that organisations are not moral agents. They lack consciousness, empathy, and the intuitive grasp of right and wrong that guide human behaviour. Without this moral compass they behave with purpose but not conscience. As it turns out, that matters. ## Goals and Values There are ways where we humans and our organisations are very well aligned. They are extremely good at achieving the goals that we set them, particularly for complex, ambitious, or resource-intensive activities. It makes sense: addressing complexity requires collective capability. An organisation requires a purpose. We have companies that run power grids. We have departments that provide policing. We have statutory authorities whose role is to set the rules for participants in the economy. Organisations are goal driven. That goal can be as simple as enriching an individual or family. For the most part though the organisations we bring into existence have something that they want to achieve. This is a core part of their identity. That defined purpose is part of what makes them effective. But humans aren't built that way. We don't need a fixed purpose to act meaningfully. We form values through experience, culture, and emotion, and we often live in ambiguity, exploring paths without predefined outcomes. That's not a flaw, it's a feature of moral agency. And it's what allows us to hold institutions to account when they pursue goals without regard for values. There is a difference between having a purpose and having a conscience. Organisations are structure around goals aligned with this purpose. And once those goals are set, they pursue them with extraordinary efficiency. But efficiency without alignment can be dangerous. The deeper question isn't just what they aim to do, it's how they go about doing it. That's where values come in. And unlike humans, organisations don't come with built-in moral instincts. If we want them to act in ways we find acceptable, those values must be explicitly designed into them. We have external checks, by parliaments, regulators, and public opinion. But the signals from this moral sense are slow and retrospective. Goals tell us what an organisation is trying to achieve. Values define the boundaries of what they are willing (or permitted) to do in pursuit of those goals. In humans, values often emerge through culture, emotion, and lived experience. But organisations are constructed. Their values must be articulated in frameworks, encoded in rules, and enforced through mechanisms. Organisations often hit their goals while violating social or ethical expectations. It's typically not malice, it's because those constraints weren't designed in. In these cases, accountability should follow the levers: goal setting, constraint design, priorities, metric choices. It needs to include mechanisms for change, particularly for metrics, to avoid capture and gaming. And we still punish individual transgressions where the responsibility falls on individual action. But the centre of gravity moves to design responsibility when harms are caused by features of the system itself. If we don't encode values, systems will succeed in ways that hurt. You can generally find the values of a company on their website. They might mention respect, doing the right thing, delivering, being efficient, that sort of language. In general, they tend to be instrumental. They are very much about being tools to achieve their organisational goals. That makes sense, we've established these organisations to achieve a purpose that we've set for them. But it means that their values are superficial and declarative rather than being embedded into the fabric of their institutional design. We humans are very different. Our values are complex, contradictory, nuanced, and innate. An ethically mature individual won't act out of a fear of consequences. They'll act in a manner aligned with their own values. There absolutely are individuals with values that are problematic when compared to the population, and they will act badly as a result. But a healthy individual acting in this way will find themselves at risk of exclusion and judgement from their peers. This is embedded into our very being. Our moral sense is, in part, a defence mechanism to regulate behaviour in social systems. We use it to protect the group from destructive individuals and to protect individuals from being exploited or excluded. It's a critical part of our toolkit for cooperating to achieve complex goals. We use it to detect who is safe and reliable and to correct behaviour to maintain equilibrium. We didn't build our systems with the equivalent of a moral sense. As our systems scale, generate interactions, and become more complex, the moral distance between cause and effect grows. It's this omission that allows misalignment to occur. ## My misaligned alien "Brendon, the Army will never love you as much as you love the Army." That killer line was delivered by my boss at the time. He was a full Colonel with nearly three decades of experience, the kind of officer who had been everywhere, done everything, and had earned the respect of everyone who had crossed paths with him. I was a public servant at the time and had never been in the Army (I was former Air Force) but the words still stirred something in me. He was my last boss in Defence before I left to return to the forests of my ancestors in the southwest of Western Australia. After twelve years, enlisting four months after the start of the global war on terror, two overseas deployments, I was tired. I didn't have the language to express it at the time, but I suspect I felt some misalignment as well. Service. Courage. Respect. Integrity. Excellence. These are the Defence values in Australia. And they are good ones. I can say without hesitation that I have never seen an organisation as committed to its values, where they are lived authentically by its members. Both the institution and some individuals have been involved in serious transgressions of community values, and I don't want to minimise that. But, for the most part, the values of the organisation become a core part of the identity of the individuals who serve. Individuality. Consent. Agency. Autonomy. Democracy. These values didn't make the list. It isn't a criticism, but it is illustrative. The business of Defence is highly consequential and requires significant suppression of individual rights to be effective. Service is the selflessness of character to place the security and interests of the nation and its people ahead of one's own. Courage is the strength of character to say and do the right thing, especially in the face of adversity. Respect is the humanity to value others and treat them with dignity. Integrity the consistency of character to align one's thoughts, words and actions to do what is right. Excellence is the willingness of character to strive each day to be the best one can be, both professionally and personally. These are great values. And they are consistent with the expectations of the Australian people when we're acting at our best. But they are also instrumental. The organisation wouldn't function without subordinating the needs of the individual for the community, respecting the chain of command, being courageous enough to face danger, and aligning actions with system-level goals, even when they override personal moral judgement. The values that institutions declare are often designed not to challenge the system, but to align you with it. Defence is an extreme example, and it is more aware of its moral compromises than most other organisations. But overall, I think we should be asking more of our systems. If we are to let them loose on the world, to take decisions and perform actions of consequences, we should expect that they are acting in a way that is broadly consistent with the values of the communities they serve. The Army will never be able to love its soldiers. It's a system, and isn't like us, despite our ontological similarities. It can feed and house and clothe its members and give them a sense of purpose. But love is a peculiar human emotion that my unfeeling alien intelligences won't ever experience. We were in the middle of a fairly significant disagreement and I was finding that the human agents it was sending to represent itself could only speak within their very limited areas of responsibility. If I needed one of them step back and look at the big picture they couldn't. Not because they weren't willing, but because they weren't allowed. That's a product of intentional design, but we'll come back to that some other time. What's important here is that to get my thoughts together, I imagined talking to the institution itself about the problems I was having with it. It went something like this: "I'm really not happy with this," I said. "What aren't you happy about?" the institution replied. "Do you not understand the process?" "I mean, I only kind of understand it. It's your process and I'm only really seeing how it interacts with me. I don't see what happens with it once it goes inside the organisation." "Of course, that's operationally sensitive." "So you say. But that's one of the things I have an issue with. It's your process, if I want to interact with you, I have to comply with it." "Yes, that's how it works." "But your process is harmful, I can see that, and I think that the people you're having me talk to know that too. I've tried to suggest another way of doing things, maybe using my preferred way to solve this, but they can't seem to do that." "No, everyone needs to follow the process." "Yeah, so you keep saying. But here is the thing: I have an objective that I need to achieve, because you stuffed up. I mean, it's been proven that it was your fault, we've established that. I don't have a choice but to follow your processes if I want to get this resolved. You won't follow mine?" "Yes, that's correct." "And that's ok by you?" "Yes, if you want this resolved you need to follow the procedure." "OK here is my problem with that – if this were happening between two people that would absolutely be a case of you denying me agency." "I don't understand." "Of course you don't. I mean, at no point have you regarded me as a whole person. Instead, you turn me into a series of signals. Documents. Forms. Bits of testimony. Nothing that adds up to a person. All I'm suggesting is that you nominate someone who I can talk to. They can take a look at all of this (gestures vaguely) and make a sensible decision, save us all a lot of time and frankly a lot of money for you, and stress for me." "Why would I do that? I'm following the law, I don't have to consider human agency. Doesn't matter to me what happens here or how long it takes, so long as I comply with statutory requirements." "Well as an entity with moral agency talking to one without it, I'm telling you that you need to start considering human values." I then heroically punched the institution and walked away having expertly made my point. ## We all struggle dealing with institutions There's a reason why these conversations are the product of imagination. I'm trying to reason with an incoherent intelligence that understands goals and liability but can't possibly relate to me on my terms. It's bigger than me, more powerful, and a lot wealthier, but isn't my equal. Even if I could sit down with the CEO of this institution, they'd probably refer me to specialists within subunits to deal with my issues. And most likely they'd all be pretty accommodating, to the extent that they can be. Their ability to act on their values is sharply constrained the moment they put on the lanyard. I know this, I've been on the inside of these systems for my whole career. Most of you will have a version of this story. It might be a company that doesn't listen, a form that didn't fit, a process that delivered a pyrrhic victory after amplifying harms along the way. Sometimes that is translated into frustration with the individuals involved. Occasionally that frustration is justified, especially when an individual has made a harmful, accountable decision. But it's more likely that the inconveniences, frustrations, injustices, and harms caused by institutions is the product of behaviours which emerge from the structural features of systems rather than the behaviour of any individual. It's a liberating perspective. It means that when you encounter a stranger you can still begin your interaction with the assumption that they are much more likely to be good than evil, regardless of what they were doing between nine and five. You also realise that there is no way that these systems, as they are currently structured, can account for our values in the way that we do. They don't have a moral sense. They're not bad, they're just drawn that way. Organisations clearly have values. The individuals in best ones that I've worked for live by them, top to bottom. Broader systems are established with values in mind. They are the scaffolding supporting the logic of their design. Governments are the same. Their founders brought them into existence following intense deliberation of how people and power should relate to one another. At their core though, organisations are goal-driven. Values, when they exist, are often narrower than those of a person, and nearly always subordinate to operational objectives. Most of the time that goal is returning a profit. But even this is based on a value: that those who own something should receive more benefit from it than those who don't. It's rarely articulated and is certainly not something that I consider when catching the train to work in the morning. But it's there humming in the background of our collective cultural subconscious all the same. And so, I started thinking more seriously about how values interact with systems and how they get encoded, distorted, or overridden entirely. When I talk about systems here, I mean systems that are designed by humans, as opposed to natural processes or individual minds. This includes companies, charities, economic architectures, treaties, and infrastructure systems like power grids. These are structures we've built, sometimes deliberately, sometimes carelessly, but always with values embedded, whether we intended them or not. We built these systems to help us achieve our goals. All of it was made by humans. And when you step outside the daily noise and take it all in at once you realise that it's an extraordinary achievement. We gave them eyes and ears, hands and minds, the tools to remake the world. But we didn't give them our greatest feature: hearts to feel with. That wasn't an accident. It was a design decision. ## Fittings values and systems into a framework It's possible that I'm not being fair to our forebears. The original ideas of these systems included an assumption that the individuals leading them would have a sufficiently detailed understanding of their organisations and sufficient authority that they could correct any moral failings within their power. This was a product of organisations being far less complex and of their leadership being drawn out of social classes where reputation was a critical consideration. We don't have that today. Organisations are enormously complex and essentially run themselves through established processes, culture, and compliance with the law. I have this feeling that while the increase in the number of laws has ensured that systems stay within the minimum requirements of moral expectations, it has also limited the ability of well-meaning executives and staff to exercise moral discretion. Still, laws constraining systems are essential, valuable, and, on balance, a massive social good for the community. It is the tool we have for managing these challenges. It was in thinking about this interaction between values, laws, organisations, and humans, that I started to build up a framework to help me to understand how shared values interact with the systems in our lives. It has helped me to uncover gaps, the places where systems misfire or drift, not because they're broken, but we never structurally embedded the values we claim to hold. The model that follows fits it the category of useful rather than as a reflection of objective truth. The borders between the layers are fuzzy, they sometimes contradict each other, and some outliers refuse to be coerced into the model. But it remains useful as a map of how values move from culture to code. The framework has four layers: 1. Values layer 2. Meta-systemic layer 3. Implementation layer 4. Generated by Chat GPT.* ## The values layer The values layer is fairly straightforward, at least on the surface. We understand values instinctively. Values are human tools which we're naturally attuned to. They enable cooperation, trust, and social cohesion. We're not rational actors in a vacuum; we're moral animals embedded in context. We have language and narrative that allows us to encode and transmit values between individuals and generations. We feel emotions like shame when we violate our values, a reflective safeguard against acting in ways that might lead to exclusion from a group. It's an embodied instinct against violating invisible contracts, more about social survival than logic. And we have a theory of mind that allows us to judge not just actions but intentions. This means that we can infer violations of values from observations of actions based on the objective that an agent is trying to achieve. Of course, once you delve further into it, the values layer becomes much more complex. To fit into a framework, you need to have definitions, categories, and structures. As fuzzy human vibes, values resist fixed boundaries and standard definitions. We each have an idea of what freedom, democracy, agency, and loyalty mean, and while there is significant overlap among the population, there is enough variation to fuel centuries of ideological conflict. Ten lines chiselled into stone tablets three thousand years ago has spawned entire libraries of interpretation. And even then, we still argue about what "do not kill" means in context. I tend to think of values as relational attractors, central nodes in the web of ideas we hold. A concept like consent gains meaning not in isolation, but through its proximity to liberty, responsibility, harm, and power. These relationships serve to put the value labels in a position in our worldview and allow us to understand what we mean by its context. They then act as constraints on our behaviour, informing the decisions we make and actions that we perform. These constraints are instinctive or emotional, we don't logically think through every situation to decide how it fits with our values. Even though our values differ in the details, there's a shared architecture beneath. We may disagree on the bounds of freedom, but we know what kind of thing it is, and what kinds of debates it belongs to. There has to be, otherwise there could be no shared understanding. They are a thing, and like other things, they can be subject to categorisation and shared understanding. This understanding is contextual, particularly to a culture or language, but it means that a society can generally agree on what a specific value means, even to individuals who don't hold those values. I would however assert that there are a core set of values that adherents to a worldview share which are the most fundamental inputs into the logic we use to build our societies. ## The meta-systemic layer Following the values layer is the meta-systemic layer. This layer is the system of systems, or the underlying encoded principles that a society uses to describe how it operates. In this layer you have things like constitutions, laws, financial systems, and conventions. They tell a society what is permitted, how government is to be constituted, how courts operate, what activities individuals and institutions should perform. If the values layer is the design principles of a society, then the meta-systemic layer is the operating system. This is where abstract ideals are formalised into enforceable logic. It draws from the values layer and pushes downward into the implementation layer and the systems that govern our lives. Values are encoded here as the principles which become regulations and laws. Some of these values are explicitly expressed in documents, while others need to be decoded from the text within a cultural context. This layer ranges from critical societal documents like constitutions all the way down to more procedural laws passed by parliaments. Constitutions in democratic states are a prime example of a meta-systemic layer artefact. Within them they describe things like methods of electing representatives, how laws are to be passed, the powers of government, and the separation of powers. The logic behind these architectural decisions flows directly from the values of the culture, whether assumed or explicitly stated. The Constitution of the United States is an excellent document to examine using this framework. If we take the example of who is eligible to run for President, we see the document states that the individual must be over the age of 35 and must be a natural-born citizen. The document doesn't state why these criteria were chosen, but we can infer the values they reflect by interpreting them in cultural context. The age limit requirement encodes an implicit belief that leadership at the highest level requires life experience and a level of psychological maturity that it's presumed are less likely to be found in a younger person. It reflects the societal value that wisdom grows with age and experience. It's something that the citizens of Naboo should have considered in the design of their government. The natural-born citizen requirement encodes a different value: that national leadership should be entrusted only to those with an unbroken bond to the nation itself. It privileges loyalty born of birthright. In the context of a young republic that had just fought a war to establish independence, this makes cultural and historical sense. In this way, the meta-systemic layer serves as a translational layer between the human domain of values and the procedural logic of systems. It takes the fuzzy, context-rich language of culture and formalises them into durable structures that can be interpreted, enforced, and acted upon. In doing so, it renders values legible to institutions. But this translation is never perfect. Some values are preserved explicitly, while others are only visible when decoded through history and cultural context. And some are lost entirely in the shift from moral intuition to systemic rule. ## The implementation layer The next layer, the implementation layer, is what we will normally think of when talking about human systems. For the most part, these are the institutions that run the world. We have governments, companies, departments, militaries, charities, political parties, communes, all sorts of organisations. They have different goals and different operating structures, but they all act to implement the principles defined in the meta-systemic layer. In this layer the structures laid out above become policies, workflows, protocols, and behaviours. There are also certain professions who operate at this level. I call them role-based actors. It generally includes people who operate under a license and have individual responsibility within a system. The best examples are doctors, lawyers, accountants, and judges. Their roles are system-sanctioned, and they have a high level of autonomy and accountability within the scope of their profession. There are also officers with delegated authority in this layer as well, but this gets complicated quickly, so we'll leave it for now. But it's important to note that there are individual professionals who fulfil roles similar to institutions in how they function in our systems. Where this gets interesting is that these role-based actors have codes of ethics that they must abide by. Institutions do not. There are some good reasons for this, most practically that we don't build institutions with a moral sense. But the threshold for operating for institutions is that they only have to comply with the law. This is clearly a misalignment, one that we instinctively recognise when we insist that role-based actors behave according to strictly defined values. The systems at the implementation layer are vastly overrepresented in our society. It's where most of the effort is focussed because it's where the goals are achieved. But they're also hyper-formalised, rigid, self-preserving, and deeply legalistic. It's where governance is assumed to reside, but it only really executes rules and structures handed down from elsewhere. I'll be spending a lot of time on this subject over coming posts. But for today I'll just say that I believe that in the imperfect translation from values to meta-systems to systems we lose an enormous amount of the nuance of human values. They're kind of there, but they get lost unless they are explicitly safeguarded under a regulation. It's my suspicion that the misalignment of these systems, which dominate our world, is a core cause of the quiet discontent we all feel. ## The interface layer Finally, we have the interface layer. This is any time that a system is interacting with a human or other systems. It's at this layer that we get user interfaces, forms, system-to-system standards, call centres, and customer service centres. Systems operating at this layer have strict protocols about how they communicate and interact with humans, a translation of human requirements into the system's inner logic. Often at this layer a human is reduced to signals that the system can interpret. It might be a diagnostic decision for an insurance claim, a fault code for a warranty repair, or a checkbox on a form that determines eligibility. The person disappears behind the inputs, and interaction becomes conditional on what the system is designed to see and respond to. This is also where the constraints on a system become most visible to human individuals. Our frustration with the systems we interact with is often complex and individual. But systems respond to this with rigid processes and a flattening of a unique human into a comprehendible dataset. This can create frustration and exclusion, or even harm. A value like agency, dignity, or consent can be lost at the interface, simply because it was never encoded as something the system could recognise or respond to. The concern that runs from top to bottom in this framework is that the values are lost in translation as they propagate down the four layers. Our values clearly exist, we have a rough idea of what they mean, and in general we expect our systems to behave in a way that is consistent with them. But we haven't built in the internal logic, signals, feedback loops, and incentives to make systems sensitive to violations of our shared values. We struggle to even articulate what our values are. This is a critical oversight of our civilisation which has contributed to some catastrophic failures. It's worsening as increasingly complex systems take over more of our lives. The good news is that AI presents an opportunity for us to fix this. As artificial intelligences become the systems, it will compress bureaucracy and allow values to be considered through the logic of entire institutions. This means we can reimagine how human agency interacts with institutional structure. That's where I'm going next. We were mourning my imminent departure from the role that had hardened the realisation that complex systems, in this case a large company, needed to consider values in their decision-making processes. They asked me what I was planning to do next, I told them I was going to take a break from corporate to try to figure out the civilisational design principles that we're going to need to survive the 21st century. They rolled their eyes, laughed, and said "of course you are", but then mentioned that if I decided to run another threat intelligence team, they'd love to work with me again. Their main reason was the time I was willing to put into helping them to develop their skills. The comment meant a lot to me. Developing people is the most fulfilling part of the roles I've had over my career. To this day, the best piece of feedback I ever received was from a graduate who told me that I had created an environment where she felt like it was safe to fail. I spent years teaching intelligence while working for the government, from time to time I bump into former students at conferences to discover that they're now senior executives in Australia's national security apparatus. That success is down to them, their hard work, dedication, and resilience. But I know that the cumulative influence that I've had on others, the fraction-of-a-percentage nudge that I've given each of them to help enable their success, is greater than anything I'll achieve as an individual contributor. It's why I love helping others to succeed. I also love artificial intelligence. This project wouldn't be possible without it. I use a range of frontier models to develop the concepts that I've been writing about. It'd likely have taken five times longer if I were relying on traditional search technologies to expand concepts outwards, find related reading materials, distil ideas down into their fundamental thought lines, and edit my writing so that I can convey the messages in a comprehensible way. It might not have been possible at all without them. I also use AI heavily in my work as an intelligence analyst. I first encountered natural language processing some time over a decade ago and began messing around with image classification a little after that. AI excels at working through the processing phase of the intelligence cycle because it can take unstructured data and transform it into information suitable for databasing. From there it can be aggregated, synthesised, analysed, and expressed so that its relevance to a decision maker becomes clear. Intelligence as a discipline is very well suited to adopting artificial intelligence in its workflows. It's heavily systematised with cognitive tasks being performed by specialised analysts throughout the intelligence cycle. One of the most challenging aspects of intelligence is the volume of data you need to sift through to cover a target set. You can't read everything, that's why you have these enormous intelligence agencies where information is processed up through levels of information, traditionally by humans. As an experiment, in 2023 I built a tool that writes information reports from Telegram posts, mostly focussing on the politically motivated hacking groups, or hacktivists, and the Russia-Ukraine war. Telegram is great because you can use Python packages to retrieve posts from channels at no cost. It's also full of people very happy to talk about the sketchy things they're getting up to. The tool takes the Telegram post and sends it to a large language model with some very detailed system instructions. It then reads the raw intercept in its native language and cultural context, checks to see whether the post meets intelligence requirements, produces a short information report which transforms the casual language into a high-quality standard, writes an analyst comment, extracts the key entities, and pushes the information into a database. That's the job of a linguist, a reporter, and an analyst, all in one call. The average price point I was paying was $0.003 for a single API call of about 3000-5000 tokens, most of which were system prompts teaching the LLM how to write information reports. It means I get about 300 reports for a dollar. Even using GPT3.5 I was getting outputs that matched the quality I would expect of a junior analyst. These days I use Gemini 2.0 Flash, the short reports are better than what I can produce myself. Refining the system prompts and building the data pipelines took time, maybe a week of labour over several months of tinkering, along with occasional improvements over time. It took me two decades to get to the point where I could produce this system, but the work itself was surprisingly easy. Training a good intelligence analyst takes years. I still think that the analysis and production should be kept in human hands, but some of the recent AI assessments I've produced using agentic workflows in top reasoning models is making me reassess that position. But for the lower-level tasks, triage and simple analysis and production, AI is already outperforming junior analysts. The problem I have today is that I can get an LLM to do a lot of the work I'd be asking of a junior analyst. It'll do it faster, cheaper, and will produce more consistent output. Most of the tasks in the intelligence cycle can be performed by AI already. I've had it write reports, produce and refine requirements, contextualise intelligence to tech stacks, and identify stakeholders who need to receive intelligence. I started a talk at a recent conference presentation by saying that in ten years, almost certainly less, all that will be left will be intelligence managers, intelligence communicators, and some highly technical specialist analysts. And the only reason they'll still exist is because risk owners will want them to be human. So, what does that mean for my passion for developing junior analysts? Maybe it's time for me to shut down the laptop, disappear into the mountains, and teach meditation instead. ## AI can become a better system Here is the thing: it's coming for all our white-collar jobs. If you're a node in a bureaucratic process, AI will eventually be able to do your job better than you can. There are caveats: AI needs to have the context and experience that you have, and you need to understand the processes well enough to translate it into something that AI can comprehend. Generated by Chat GPT* I'm not convinced that's a bad thing. Well, it is a bad thing, because it'll be massively disruptive to a huge portion of the population. We'll need to rethink our priorities, our economy, our values, and our worldview. But when it comes to achieving the goals that these systems are trying to meet, it is highly likely that AI will do a better job than human organisations have been able to achieve. I should probably take the chance to provide a definition at this point. Bureaucracy is often conflated with public services, as in the organisations which are part of the executive government and provide a service in response to a public goal. But bureaucracy, in the formal sense, is a system of organisation that is characterised by a hierarchical structure, rule-based decision-making, role specialisation, standardised processes, and impersonality. These features are designed to create predictability, accountability, and scalability. The military is the earliest and most complete example of this, but it also applies just as easily to banks, airlines, telcos, and manufacturing firms. I've been inside bureaucratic systems for my entire career. For the most part I've worked with good, smart people. Despite that, there isn't often a lot of questioning of why we perform the tasks that we do day to day. I have an alignment chart for those-who-have-seen-the-insanity-of-bureaucratic-systems-and-responded-as-best-they-can that I'll share in a few weeks, if only to vent my own frustration. I tend to default to the insider reformer archetype. After a while it wears you out… There is a lesson I've learned from teaching AI how to do intelligence that is broadly applicable to bureaucracy everywhere. In the earliest experiments I was doing with bulk intelligence processing, pre LLMs, I'd use a workflow that might call a language translation API, return English language text, then separately perform some kind of entity extraction using a local text classifier. The data extraction and formatting would be done using deterministic rules which mostly worked, but there would be patchwork processes to catch the outliers. At that time, I couldn't automatically write the reports, the technology simply wasn't available. These are all important steps in a process, things that individual analysts might have done. It was intuitively sensible for me to design my early AI-assisted processes in a way that mirrored the way I ran my teams. But as the technology changed, so did my approach. During the early experiments with my Telegram intelligence processor, I'd separate out the requirements triage, report writing, and entity extraction. It's how I'd been taught to do the job. Eventually though I learned that I could get the same result by bundling up all my tasks into a modular prompt and passing it all to a mid-range model. There were no fine-tuned models, no tool using agents, just really good instructions running in a FOR loop. The lesson wasn't just about automation. It was about assumptions. I'd internalised a structure based on how humans work. We have linear tasks, strict handovers, clear divisions of labour. But AI doesn't need those boundaries. When you compress a process into a single pass, it forces you to ask why we have all that structure. What if the system didn't need to manage human labour, it just needed to achieve the goal? Bureaucracy exists to manage human cognitive, behavioural, temporal, and communication limits. AI doesn't have those. So, the real opportunity isn't automation, it's alignment. Once you collapse the scaffolding you can design for what matters. Artificial intelligence has the potential to compress bureaucracy. It will probably eventually eliminate it all together. All you'll have left will be goals, constraints, resources, and the interface to the humans and other intelligences that are stakeholders in the system. Once that happens, values alignment becomes trivial. ## Embedding values into AI-enabled processes OK so I'm going to walk that one back straight away. Nothing about this is trivial. Even building out the frameworks for how you establish values is enormously challenging, much less building systems to facilitate alignment. But artificial intelligence does make values alignment possible, and that might be enough. From a values alignment perspective, an AI-enabled system brings a very different set of capabilities to decision-making. It can take in the whole context at once, rather than relying on the partial and often compressed signals that humans have to interpret under time and information constraints. This makes it possible to baseline one situation against many others, testing for fairness and consistency across cases in a way that human judgement often struggles to replicate. It can also communicate its reasoning in ways that respect human agency. This might include presenting decisions with clarity, providing justifications suitable for the context and understanding of the human participant, providing opportunity for engagement without resource constraints, and objectively offering pathways for further options for a person to have their needs met. It can do all of this while delivering those decisions far more quickly than traditional processes allow. Once such a system has built a sufficient understanding of the processes it's working with, the inputs, the outputs, and the steps in between, it can go further. It can eliminate unnecessary steps, identify additional diagnostic information points, and even reconsider the underlying logic used to achieve its purpose. Crucially, it can do all this while incorporating explicit values into its decision-making process, ensuring that efficiency gains are not made at the expense of fairness, agency, consent, dignity, or ethical alignment. Instead of filling out a series of forms, imagine sitting with an AI agent who talks through your issue or objective, taking your conversation and any artefacts and parsing out the information it needs to provide advice or make a decision. Where there are gaps, it can ask for more information or refer the user to a specialist, such as a doctor, engineer, environmental scientist, or accountant, to provide the evidence needed. It could even handle the appointment bookings itself. Navigating complex bureaucratic processes is enormously challenging for most people. It's why we employ specialists to help people through these systems. When AI can collapse a process end-to-end, it doesn't just remove inefficiency, it opens the door to new kinds of feedback. Right now, our feedback loops are slow and focussed on the past: laws and compliance checks trigger only after harm has occurred. But an AI-enabled system can run continuous moral diagnostics. It can flag when a process contradicts an articulated value. It can measure outcomes not only for efficiency, but for fairness, agency, and empathy. In other words, AI doesn't just replace bureaucratic machinery. It gives us the chance to embed values-aware feedback loops that our existing systems were never designed to support. The ultimate end state of this bureaucratic compression is an elimination of bureaucracy as we understand it. An aligned AI-enabled system will simply have a values-aligned objective, resource constraints, a set of people or agents to which the objective is applicable, and the flexibility to continuously adjust its methods in response to values-based feedback. It can take the intent of a program or policy and apply it to the unique context of the individual humans it's trying to support. This isn't just an abstract exercise. Misaligned systems have costs that compound over time. Things like institutional paralysis, moral dissonance, and "moral laundering," where symbolic compliance replaces genuine adaptation. These costs aren't always visible until they erupt in public distrust or systemic crisis. AI gives us a chance to surface these hidden costs in real time and to design systems that adapt before the damage is done. ## Operationalising AI for bureaucratic reform It's worth calling out that the bureaucratic approach, with its emphasis on procedural consistency, impersonality, and objectivity, was an enormous upgrade from the arbitrary decision-making that came before it. It emerged from a modern worldview that objectivity could be institutionalised, that fairness emerges from uniformity, that human decision-making needs to be constrained, and that positive outcomes are the product of repeatable, predictable procedures. The idea that rules, not rulers, would govern was revolutionary. It shouldn't be understated how much of a positive impact this shift has had on the world. But process has now stopped being a support for human judgement and has instead replaced it. The very rigidity that once ensured fairness now struggles to adapt when values shift or when the world changes faster than the rules. I've written this from the glass-half-full side of the table, but my optimism is grounded in experience. In my own advocacy work, AI tools have already helped me navigate bureaucratic processes more effectively. Even working just at the interface layer of the Four-Layer Model, AI has made it easier to produce the signals these systems need, interpret their responses, and identify when an institution is failing to comply with its own policy or the law. If we look at them in civilisational terms, AI-enabled systems sit in the same lineage as past leaps in governance. We've moved from the arbitrary will of rulers to the codified procedures of bureaucracy. Each shift promised greater fairness, scalability, and predictability, but each brought new challenges. The move to procedural bureaucracy was a huge advance over arbitrary power, but it also locked in rigid processes that often fail to evolve alongside our values. AI offers the possibility of a new leap: one that preserves the objectivity and consistency of procedural systems while restoring the adaptability and responsiveness they've lost. But replacing rigid rules with fluid algorithms carries its own dangers. If we overcorrect, we could end up with systems that are endlessly adaptable in form yet unaccountable in substance, shifting too fast for meaningful human oversight. However, if AI can collapse bureaucracy into a single reasoning layer, it becomes a new kind of moral infrastructure: one that can carry our values not as slogans, but built into the logic of the system itself. That makes this more than a tool. It's a potential civilisational upgrade, if we choose to design it as such. Embedding values into the logic of AI-enabled systems could give us processes that are not just faster or cheaper. They could constantly and effortlessly align the system's actions with the values we claim to hold. Get this right, and we replace mechanical compliance with living alignment. Get it wrong, and we risk locking misalignment into something faster, more opaque, and harder to unwind than any bureaucracy in history. ## Where I'm going from here So far, I've hit you all with four dense posts. I needed to get it out of the way, mostly to get my own head straight, but also so that I can reference them going forward. From here I want to start moving into demonstrating more practical ideas about how we can leverage AI for values alignment. Next week I'll have a simple practical tool demonstration, a Terms of Service evaluator that was made as a custom GPT. This is intended as a break from the heavy reading before we look at Authorship, Articulation, Alignment, and Adaptation. The tempo will be one wordy post followed by a practical demonstration. I'll throw some lighter posts in as well, mostly reflections on the world as I see it. My goal from this project is to demonstrate micro-solutions to components of the problem of aligning systems to values. It's also about how we can build tools, using artificial intelligence, to make systems values-aware. By doing this we can at least create the possibility of values alignment. The essays are necessary; it's about presenting my worldview and the frameworks that I've developed because they underpin the approach that I'm taking. But the tempo from here will be to swing between concepts and tools, using the ideas to build the case for why these tools are necessary. Following this post, we'll be looking at Authorship-Articulation-Alignment-Adaptation. More theory, sorry. But I will break them up with some more practical posts. After that though, I'll be introducing the principles behind what I call the Civic Arsenal. The idea is to create an AI-powered toolkit for humans to help tease out the values encoded in artefacts, measure alignment, interact effectively with bureaucracy, and discover their own values and worldview. Initially, these tools will target the interface layer, the place where humans interact with systems and feel the most friction. For today though I'm bringing a demonstration forward as a teaser. This post is about a simple Terms of Service (ToS) evaluator which reads a company's ToS and evaluates it against a set of articulated values. It's sharable because I've wrangled the logic into a custom GPT. Be warned, it's imperfect and inconsistent in its current form, but hopefully you'll all be able to see where the concept could go with some solid engineering and quality control. Treat it as an experiment and have some fun. ## Why terms of service are useful for values analysis Terms of service are artefacts which are presented at the interface layer but give insights into the activities occurring at the implementation layer. They need to be a truthful representation of how an organisation operates because, as a legal document, they can be held accountable if they breach their own terms. This means that it's one of the few ways that we get an insight into the internal processes of an organisation and the values that inform their decisions. Image generated by Chat GPT.* Design decisions, how they achieve profit, your relationship with the service: these are often present under the legalese. You won't be able to get a deep insight into all the values related to how a company operates, but you will be able to infer some of the values behind the decisions that are relevant to you, the customer, and how you interact with the service. For the experiment I selected six values: accountability, agency, care for children, consent, pluralism, and transparency. These were chosen not because they are more important than other values but because they are relevant to the domain. They're also relatively uncontested. I wouldn't have chosen 'care for the environment' because it is not relevant to that interaction, you'd need to go to other internal documents to understand operational processes. It's also the case that values around humans and their relationships are contested between extractive and conservationist perspectives. Overall, these documents give you an unusual insight into the how organisations work behind the scenes. It makes them a great target for values analysis. ## How it works The concept is that you give the GPT a terms of service document and it assess it for how it aligns with six values which have been explicitly articulated and provided to the LLM as context. The prompt behind the custom GPT is relatively short, about 1000 tokens. There are also six values explainers which are stored as knowledge for the GPT. They're about 500 to 700 tokens each. The prompt contains the following steps: 1. It is given a purpose: to evaluate ToS documents for alignment with six values. 2. The system message gives it a role as a value alignment evaluator and instructs it to assess a ToS document against six values. These values are referenced as being contained in the values explainers. It is given instructions to be rigorous, to ground evidence in the ToS text, and to use only the definitions of the values in the explainers. 3. It is then given a process workflow: a. Validate the input. b. Extract and structure the information in the ToS document. c. Evaluate the information against the values as per the explainer file, with justifications. d. Produce a scorecard and summary report. 4. It is provided the values explainers. 5. It is given the format for the output. 6. It is instructed to provide a statement at the bottom of the output stating that this is an experiment with values written by an LLM. The values explainers have the following sections: 1. Core principle. 2. What this value requires of systems, in dot points. 3. Examples of alignment. 4. Examples of misalignment. 5. The maturity model for alignment, contextualised for this value. All of the values were generated by an LLM (Chat GPT 4o) after I selected the values that were to be included. I did this to try to limit the extent to which my own values were imposed on this experiment. Having said that, I'm aware that the memories and prior context of conversations would have impacted the output, as well as the natural biases of LLMs and the material they were trained on. That is why we're looking at Authorship of values next, it's important that we have mechanisms to make sure that the values represent I've published the values explainers [on my website](https://brendonhawkins.com/terms-of-service-evaluator.html) for transparency, you'll be able to see that these, as well as parts of the prompt, were generated by LLMs. ## Caveats This approach doesn't give a standard output every time. Having said that, neither do humans. And frankly I think the output is better than most non-specialist humans would be able to produce if you asked them to read a ToS document and extract the parts that are relevant to a value like agency. Still, run it a few times, and don't rely on it to make important decisions. We humans are the only ones with the moral sense to really understand values. The values are real, but the features that are marked as being important have been established by a non-human. Ideally, you'd have your own values articulated and you'd be able to compare them to ToS documents. I have no desire to tell you what your value should be, all I want to do is to build something that can compare them to those of a service. So, for now, I ask that you use the values provided in the spirit experimentation. Finally, some organisations will have separate policy documents for things like privacy. That is a good thing: it means they're explicitly addressing a known human value and describing their policies in greater detail. However, this GPT isn't designed to take in all the artefacts of a company, it's just giving a view on a single document. You can attach more than one document for your analysis but I'm not confident it'd be effective. All I'm trying to achieve here is to demonstrate that if you articulate values and ask an LLM to compare it to a document, it can produce something insightful. Have a look, I think you'll find it meets that bar. ## Using the tool It's pretty simple. Paste the URL of the document you want analysed, attach a text file, or paste the content in the chat text box. It also works if you write "can you please analyse the terms of service for [insert company here]". It will do it, it's just that you need to be sure that it's pointing to the right document. It should give you a nice report at the end. If it doesn't (1 in 20 times maybe) just ask it to produce a report for you. It seems to have become more reliable since the release of GPT-5, but who knows, they mess with the models all the time and this can have unpredictable impacts on the GPT. I'd recommend starting with some services whose stance on some of the stated values like transparency or consent are known to be positive and seeing what the GPT returns. Children's education services are interesting too, they often have different terms that other sites just haven't considered. Run each a few times for a site, compare what is consistent and what shifts. I've also used the thinking models for this GPT, they seem to produce better results. ## What I'm building from here The GPT in its current form is cool, and it produces an output that looks authoritative. However, there is a big different between something looking authoritative and it being authoritative. I've shared this GPT using link sharing because I don't want to have it out there on the GPT store. You need to read the post to understand the context and limitations before using it as an experiment. The approach that I'm taking from here is more like how we do triage and alerting in intelligence and cyber security. I'll be aggregating signals from ToS documents which are relevant to core values and building a library which can be used to consistently match the signals to ToS statements. That will allow me to use my human judgement to assess which types of behaviours are more consistent with what I, the user, consider valuable. It'll then be about testing where various services sit relative to their peers, as in which are leading and which are lagging, according to any one articulated value. This eliminates the challenges of giving subjective scores. ## Final note While I still assert that it's critical that our systems are aligned to core human values, we also need to accept that values are often contradictory and impossible to follow all the time. A transgression of a value is not the same as a violation of law. It should be treated as an opportunity for reassessment of behaviours rather than being used to target either humans or our non-human systems. If we're going to be serious about trying to embed values in systems, we also need to remind ourselves that we humans, with our moral sense, are not perfect. We need to be patient and constructive when trying to shape systems. Give it a try, break it, share odd results with me. I'm capable, uncoerced, reflective, and accountable for what flows from them. I owe two duties. First, an epistemic duty to make my values defensible: to state reasons, expose them to criticism, and revise when they fail. Second, a moral duty to be responsible: if acting on them harms others, I repair it. I also keep them coherent over time and am open to change. I extend the same right to authorship to you. In a plural society we trade on reciprocity. I don't force my values on you, you don't force yours on me. Persuasion is fair, compulsion is not. Where rules bind everyone, we justify them in shared reasons and keep them inside a rights floor of consent, agency, due process, equality, and non-violence. Simple. Job done. We can all go home. Of course it's not simple. I've argued two positions so far: that systems created by humans should be responsive to human values, and that artificial intelligence is technology that could enable it. These next pieces take up four enabling challenges: authorship, articulation, alignment, and adaptation. It's a big ask because it forces us to do something we've historically been bad at: making our values explicit, negotiating them, binding our systems to them in ways that hold up under stress, and providing avenues for change. But that's also why it matters. If we don't, it doesn't mean that our systems will be values-free. So, the first challenge is authorship: who decides, by what right, and through which procedures? ## Who authors our values? It's a big question that we don't necessarily think about all that often. Who authors our values and how do they do it? I have opinions of course, as I imagine everyone does. My answer is that it depends on the context, the culture, the worldview of the people involved. I'll get into some of those options, and my own preferences, shortly. But for now, the specifics matter less than a simple principle: > *For a society's systems to align with its people's values, it must first decide two things: who has the authority to define them, and how those values are created, reviewed, and renewed.* Once again, it's in the AI alignment space that this issue has been recently highlighted. In the United States, AI watchers are concerned that artificial intelligence will be aligned to values authored by technologists in San Francisco. The authors there are amplifying the values of a capitalist, socially progressive, technocratic, West Coast worldview that is not necessarily shared by the rest of America, much less the world. In China, there is concern that the values of the government are shaping the development of artificial intelligence there. Their priority values include social stability, central control, and national development, with little room for dissenting value sets. In Europe, the central governments are focussed on embedding the values of safety in AI. Their aim is constraining corporate overreach, with the potential consequence of slowing innovation compared to competitors. These are presented as core values which are shared across a community. In the examples above, they have some level of legitimacy and are not inconsistent with the communities they serve. In the USA, there is a long tradition of innovation, freedom, capitalism, and individualism. They aren't just slogans, they are the lived identity of the people there. In China, there is a long, continuous cultural history with collective memory of brutal dynastic wars. Stability is not just a bureaucratic priority, it's a survival strategy. In Europe, memories of authoritarian overreach are fresh in the minds of the older generations. Their declared priority is to protect the individual from the state, corporations, and, eventually, artificial intelligence. The point is not which of these value sets is right, but that each is distinct. And that in all cases the authorship of values is being performed by systems, either government or corporate. The textbook definition says that a society agrees on its values first and then builds its systems to reflect and uphold them. But that's not how it usually plays out. In practice, systems in power tend to define the values set, or at least the parts that get formal recognition. What's missing is not coherence but completeness. Systems excel at operationalising instrumental values, because they are things they can measure, analyse, enforce, and optimise for. What they struggle to capture are the deeply human dimensions: moral intuitions, aesthetic sensibilities, ambiguity, the willingness to bend a rule for compassion's sake. Without deliberate human authorship, these softer but vital elements risk being left out entirely. The result is a values framework that reflects the logic of the system more than the full breadth of the people it claims to represent. ## Methods of authorship Over our history, we've experimented with how we establish values. In early society it fell to tribal elders, oral tradition, lived experience, and consensus among respected figures. These methods had deep continuity but were slow to adapt, with the potential to exclude alternative views. We have had religious authorities interpret divine truths to be translated into values sets which a community lived by. These beliefs were an anchor which held a community together, but are slow to change, leading to it being challenged as an author of values. There have been authoritarian leaders, kings and dictators, who aim to align the values of their societies to their own. Despite the early clarity of vision they provide, eventually they prove to be brittle, often failing to adapt in the face of new realities. There has been a tradition of leveraging specialists to shape the values of societies, philosophers advising kings in matters of truth and morality. Our modern form is the academic and their applied technocratic brethren, applying reason and analysis to matters relevant to values. This has the advantage of being evidence based but can be elitist or may undervalue culture or emotion. We also establish values through democratic processes, even indirectly. Politicians talk about values alongside policy but generally discuss only the contested ones which don't undermine existing power structures, including their own. Democratic values authorship has the advantage of broad legitimacy, but it can be slow, polarised, narrow, and swayed by popularism and short-term thinking. Finally, we have values that emerge from informal communities. These are highly adaptable and foster local autonomy and innovation, at least within the group. They can however be difficult to scale and are often only held by narrow sections of the community. In practice, societies use a combination of these methods to establish shared values. Each are tools to achieve the same goal. I'll put my cards on the table here: if I had to choose how a society establishes its values, it'd be through a participatory process where all the adult moral agents have a say in the values expressed by their systems. Most likely, it'd need to be supported by AI, possibly through guided discussions on values, framed more like a casual chat about the issues of the world than a psychometric survey. You'd take the aggregated results and try to distil fundamental beliefs across populations at a range of geographic resolutions and aim to get a consensus on what core values most of the community share. This is absolutely informed by my worldview. There are no experts, elders, priests, or glorious leaders telling me what my values are. Instead, values emerge through pluralist lived experience and the shared culture of the community. I believe that you should take values held by a population and build systems that reflect them as they are, rather than trying to shape people to fit the systems. That's been very hard up until now. It might be possible with AI. Whatever way we end up deciding to author our values, we need to agree to a method to build consensus. Once we have them, it's important that we write them down so that our systems can interpret them. ## Operationalising authorship with help from AI I'm trying to approach these challenges with the mindset of an architect. While we need to understand the philosophical principles behind values, morals, and ethics, my ultimate aim is to design and build. The essays I've written so far are as much about helping me to formalise my own thinking as they are sharing with the world. Building values aware tools is possible because of LLMs. We shouldn't be surprised that large language models excel at tasks using language. I think there are values that probably exist pre-language, but they'd be different to how we understand the term in common usage. I've been spending a lot of time experimenting with how LLMs handle language around values and have found some opportunities for using them in the authorship space. I'll go through these tools in detail in future posts but will explain the broad concepts below. ## Surfacing individual values For the individual, AI can surface our values from conversation or text and extract the that are relevant to our values. A while back I built a tool that takes the hundreds of chats that I've had with Chat GPT and performs a comprehensive worldview analysis. It works by iterating through each chat and extracting relevant worldview information using an elicitation template. It then summarised all the chats on a single worldview element (ontology, epistemology, who has agency, concept of time etc.) and produces a long report on user worldview. This approach worked for me because I spend a lot of time going through philosophical concepts related to my systems projects with LLMs. It means that I have records of information that is rich in worldview context. There is a massive collection bias, mostly that it misses out on all my personal life because I don't discuss that with the platform. But by aggregating my human expressions over a long period of time it was able to synthesise it all into something which was consistent with my understanding of myself. I won't be sharing the whole output, it's a little too revealing. But when pressing the LLM to distil my worldview into the most important and repeated values it came up with the list below: > *Agency, Empathy, Truth, Nonviolence, Fairness, Democracy, Transparency — stewarded by Accountability and Pluralism.* It also gave me some interesting insights into where my values clashed. ## Detecting trade-offs Ned Flanders somehow manages to do everything the bible says, even the stuff that contradicts the other stuff. But we can't be expected to live up to his lofty moral standards. Our values clash all the time. The goal is never to eliminate the contradictions, it's to make trade-offs visible and defensible. Thankfully we're well equipped to constantly make compromises as we go about living our lives as best we can. From my experiments I've concluded that AI can help with detecting trade-offs, surfacing relative weighing, and flagging inconsistencies. It works particularly well when going up against values-rich language like that used by politicians, which we'll be looking into in a few weeks. But even as a vibe it can be useful for an individual, even just to understand where their own priorities lie when making decisions. The second part of the worldview values analysis that I had an LLM perform asked it to raise values clashes that were surfaced during the analysis. It gave me some good results: > *Transparency vs Safety: I'm a fan of strong transparency in systems to support information flow and feedback. But I've worked in high security contexts where I know that secrecy protects people.* > > *Agency vs Structure: I'm all for individual agency and putting the person first. But every framework or tool I build imposes structure that deliberately constrains individuals.* > > *Pluralism vs Coherence: I value a diversity of worldviews and voices. But I also push for coherent systems and a shared set of fundamental values that allow us to function as a society.* There were a lot of others. But it shows that LLMs can look at values in an individual and show where they clash, which is enough for now. There is also the potential to surface the relative weighing of values in a more structured way. One tool that I'm working on now is looking at commonly clashing values pairs, like privacy and national security, and detecting trends in language to see where the mood of the political class is leaning. It's a work in progress. ## Aggregating shared values Finally, AI offers the opportunity to facilitate the aggregation of values. It presents the opportunity to discover the named values that a population asserts to hold by extracting, from media or direct input, the beliefs of individuals. These can then be examined across the population to find what proportion of the population holds a particular value. It also has the capability to describe what individuals actually mean when they refer to a value. From there it can find the fundamental elements of a value within a cultural context as well as the areas where a definition is contested. Recently, I've been working on analysing Australian parliamentary transcripts (Hansard) to extract references to values during debates. Hansard records are ideal for this because they are wonderfully structured in an XML format with all the metadata and because politicians speak in a pattern of value → goal → policy when debating. It means that you can build up the consensus values of a population, in this case politicians, based on the language they're using. It's a work in progress, but you can read about the [project on my website](https://brendonhawkins.com/hansard-political-values-tool.html). There you'll find the 14 values categories it settled on and aggregated definitions for each of them. The method works, at least as a proof of concept. Eventually, I'd like to be able to extract the values statements of each individual politician and track their trade-offs. You can expect a write-up of the whole project in a few months. ## Conclusion I've ranged across a lot of ground today. It started with an assertion that I can author my own values, before extending it to being a civic principle. I showed how we've authored values in the past and pointed out that systems will do the authoring for us if we leave it to them. I put out my own preference for collective authorship before finally examining some of the ways that AI might be able to help us to author our individual and collective values going forward. Our values aren't authored once and left as deterministic rules. They're constantly rebalanced through trade-offs and refinements as culture shifts. For decades, we've struggled to meet in the values commons, with traditional methods of authorship breaking down or being captured by narrow interests. AI presents a new possibility. It can surface individual values, map how we rank them when they clash, and aggregate shared principles across whole communities. Done well, it could act less like a priest or technocrat telling us what we believe and more like a mirror. In that sense, AI could help us recover something we've lost: a living, participatory authorship of values at human scale. I'll be posting about values articulation in two weeks, describing the methods we have for communicating values to each other and to systems. It does however reflect some real human responses when they encounter friction when dealing with systems. For this post I'll occasionally use the term "the system" as the vibe of things as they are. It's much less precise than how I'd use the term in my essays but whatever. For the alignment chart I produced two axes. The vertical is for whether someone has left the system, is partially in the system, or is fully within it. The horizontal is their response, from constructive to neutral to destructive. I'll put in a caveat before I start: when I say "destructive", I mean destructive of the current system. These people may still be trying to build something better or address a genuine grievance, it's more about their approach to the systems we inhabit. The archetypes of how we respond to the system fit nicely into this little chart. They're patterns we all carry within us, sometimes in the foreground, sometimes dormant. From time to time we drift between these archetypes, depending on life stage and circumstances. It's almost cliché that the young would spend a gap year or two dropping out to bum around Europe or Southeast Asia before studying, starting a career, beginning a family, taking out a mortgage, before finally giving up all hope that the world can be better and voting conservative. They've seen the insanity of the day to day and attempted to move beyond it without submitting to despair. They'll often be sitting with the theory rather than engaging collectively. But they still believe that something better can be built, imagining bold repair rather than destruction. They're mostly operating solo in fringe spaces; standing on soapboxes out the front of public libraries, teaching meditation in the mountains, being active in weird corners of the internet, or in the rare tenured academic positions left where corporatism hasn't encroached. These people aren't like activists who are trying to change things within the system, they're looking at the underlying logic or ways of engaging with the world. They're not trying to destroy the old, they're imagining the new in the hope of an orderly transition. Their position is possible because their material survival is not dependent on making compromises with the system. I'm intentionally in this corner of the chart at the moment, taking some time away from the grind, until reality encroaches again. It's necessary, because it's only when you're outside of the pressures of the everyday that you can see the logic and contradictions clearly. I think there is a need to support people in this corner of the chart, they're good for society so long as they are trying to build rather than tear down. ## The Activist #### *Partially in the system – Constructive* ![The Activist](./assets/img/systems_of_value_blog/archetypes/activist.png) These people have responded to the system by taking a half step back to put things in better focus. They believe that things can be better if only a dial were turned slightly this way or that, and use skills often honed during in-system professional careers to shape the way the world works. They are focussed on the practical, on incremental change within existing frameworks. You'll find them working in NOGs or unions, volunteering for political causes, being an advocate for those who can't advocate for themselves, or spending their retirements committed to the causes they couldn't devote enough time to during their careers. They write letters, organise and attend protests, engage with the media, and remain socially and politically active with their fellow believers. Some push harder than others, but critically, they're using the logic and mechanisms of the system generate change rather than trying to change the system itself. Some of the people I admire most in the world sit in this square. Their unrelenting optimism in the face of systemic inertia is admirable. I hope to join them someday. ## The Insider Reformer #### *In the system - Constructive* ![The Insider Reformer](./assets/img/systems_of_value_blog/archetypes/inside_reform.png) These individuals accept the logic of the world as it is, participate in it eagerly, but try to fix things wherever possible. They see the fault lines but accept that their own power is limited. They are patient, accepting that things move slowly, willing to wait years for small victories. They pick their battles, focussing on one issue at a time, moving between influencing and designing solutions. They sit completely inside systems, in the companies and public sector institutions that we all rely on. Many politicians sit in this space as well, particularly those with reform agendas. But they're doing this in a conservative and constrained way, making sure that established interests are considered in any change. Often, these individuals have a vested interest in the continuation of the broad system as it is. I've spent most of my career in this space. The best opportunities I've had in the big institutions I've worked for have been the little side projects where a systemic issue is examined with an eye for future improvement. Eventually it wears you out, particularly when you decide that it's the underlying logic that's the issue. ## The Dropout #### *Outside the system – Neutral* ![The Dropout](./assets/img/systems_of_value_blog/archetypes/dropout.png) The folks in this square decided that the system wasn't for them, took their things, and went off to focus on the stuff that really mattered. Good on 'em. They've often lived through systemic injustice, or sometimes caused it, and have actively chosen to withdraw rather than fight or tolerate it. No alarms and no surprises. They engage with the system as little as is possible. They'll still comply by paying taxes, registering their vehicles, using the medical system, and sending their kids to school. But it's only to minimise friction and make sure their basic needs are met. They don't actively resist, but they don't proactively engage either. You might hear them express quiet solidarity for those who fight for change, but it's rarely followed by action. The disengagement itself is an active choice, one that is often accompanied by weariness. Some of my ex-military friends are here. They did their time, earned their deployment money, went out into the bush and didn't come back. Our forever wars were both the cause of their disillusionment and the means of their escape. I'm hanging around in the world for a bit, I think we can fix up a few things before I join them. ## The Disengaged #### *Partially in the system – Neutral* ![The Disengaged](./assets/img/systems_of_value_blog/archetypes/disengaged.png) It's in this square that you'll find the quiet quitters, the politically apathetic, the passive participant. These individuals still rely on the system to support their lives, mostly because of the reality of needing to work and look after themselves and their families. But they've given up on the system holding potential for doing good, it's become something that just exists. There is more to the quiet quitter than just doing the bare minimum at work. They're conserving their energy for the things that are really important in their lives, making a choice to break with the notion that the value of a person is tied to what they produce. They engage with the systems where there is alignment in goals and are effective in using it to meet their needs. That doesn't mean they have a stake in its success. Unlike the dropout they remain partially embedded, unable to make the active choice to step away. I'm seeing a lot of my professional friends migrate into this square. The costs of education, housing, and just living (which we all aspire to continue to do), combined with the drift between their personal values and those of the system, are causing an ache that is hard to name, much less treat. ## The Effective Operator #### *In the system - Neutral* ![The Effective Operator](./assets/img/systems_of_value_blog/archetypes/effective_operator.png) You gotta do what you gotta do. The people in this square have seen the harms of the system, its contradictions, logical failings, unfairness, all of it. But they've passed through with the realisation that it's better to accept and adapt than fight. They'll go along with incremental improvements, but their primary priority is stability. They likely have a stake in continued success of the system. These people skilfully navigate the system to achieve their goals. They have good careers, investments, memberships of clubs and community organisations. Many will operate businesses. Those who are successful in this square will accept that you win some and lose some and will appreciate that sometimes the game is unfair. But there will also be an understanding that over a long enough time horizon you're likely to break even if you don't make too much noise. Most of my corporate and government friends are here. They have political, social, environmental beliefs that often contradict the actions of their employers, but they successfully segregate their workplace identities from their personal ones. They're living proof that the system can work for people, if you can ignore the externalities. ## The Breakaway #### *Outside the system – Destructive* ![The Breakaway](./assets/img/systems_of_value_blog/archetypes/breakaway.png) The people in this square aim to destroy the system and replace it with something else. These people have seen the harms inflicted by the system, often first-hand, and have vowed to bring it down to replace it with something new. There is almost always a constructive element to their activities, including gathering communities around new ideologies and systems. However, their attitude to the system is that it is something to be replaced. They will actively resist the system through baseline tactics like non-compliance or refusal. The use of violence against the state is more present in this square than any other. Your communist revolutionaries, sovereign citizens, anarchists, and libertarian militias fit into this square. In asserting the legitimacy for their alternative systems, they will sometimes also assert the right to use violence to defend it. Some of these movements are coherent, rooted in rigorous, if violent, ideologies. Others are less so, more the product of conspiratorial thinking, magical interpretations of law, or fantasies about absolute sovereignty. I've known people at the edges of this this space personally and have encountered those fully entrenched in it while working in law enforcement. They always have a story of grievance where they felt they were up against something powerful that they couldn't fight. So, they build alternatives, often nonsensical or fantastical, that they feel gives them the power back, not fully appreciating that the system will always be the biggest dog in the fight. Their anger is real, but their solutions are dangerous. The fact that such movements take root is an indictment of how badly the system has failed some people, and of the absence of constructive alternatives for systemic repair. But responsibility for their actions rests with them alone. ## The Subverter #### *Partially in the system – Destructive* ![The Subverter](./assets/img/systems_of_value_blog/archetypes/subverter.png) Here you'll find those who turn the illogical rules of the system back in on itself. It includes tactics like malicious compliance, where individuals comply precisely with bureaucratic or employer procedures while generating as much friction as possible. These tactics are designed to tie up resources or to explicitly expose the flaws in rules. People operating here often have a limited stake in the system, like the disengaged, except their response is mischief rather than quiet retreat. They want to express discontent but don't want to put the energy into activism. It's not necessarily a negative impulse and is best framed as a type of non-violent resistance born out of frustration. But it is destructive when viewed through the lens of its relationships with systems because it aims to undermine these systems, however flawed, without building alternatives. I'll admit to using the tactics of malicious compliance when coming up against really repugnant systems. I went back to university study in 2014 and for a few months was getting some government income support. In 2018 the government decided that I'd been overpaid by about $600, using the automated det and recovery system called Robodebt. The scheme was so horrific that it was the subject of a Royal Commission which found that the program was illegal and recommended referring bureaucrats for civil and criminal prosecution. By the time the debt notice came to me, I could afford to pay it, I was gainfully employed again. But out of principle, every time I got a notice, I'd call them up on the last day it was due and ask what my appeal rights were, before requesting further review. The weary operators on the phone would perk up with enthusiasm when I did. I kept doing that for four years before I finally had to pay up. No regrets. ## The Saboteur #### *In the system - Destructive* ![The Saboteur](./assets/img/systems_of_value_blog/archetypes/saboteur.png) This is by far the rarest archetype. Individuals in this square are members of institutions with positions of responsibility which requires them to serve the system's interest. Instead, they use their positions to undermine or destroy. Even where the outcome is what they personally might consider a moral good, such as producing intentionally malfunctioning equipment for a war which you don't support, its relationship with the system is destructive. The motivation isn't necessarily to destroy the system, it can be to subvert it and achieve goals that are opposite to those of a system. A common example is insiders who use their position to enable criminality for personal benefit. We see in both real life and fiction stories of individuals working at ports of entry for organised crime to facilitate the entry of illicit goods. The logic of the approach is betrayal. I've spent some time working in the trusted insider space. Most insider threats are people who accidentally or negligently make errors where the most appropriate fix is the introduction of a control. However, there are rare cases of malicious insiders whose aim is to damage a system or institution. From their positions of power, they can do enormous harm to systems. ## Conclusion None of us sit in one of these squares forever. We drift across then depending on the stage of life, the circumstances, or how we're feeling on any given day. Each archetype reveals something about people and the systems we inhabit. Sometimes we dream, sometimes we disengage, sometimes we get along just fine. And sometimes we rage. Taken together, they are a kind of diagnostic map, not of individuals, but how societies respond to the frictions that our systems produce. --- # Articulating Our Values For Systems **Subtitle:** Our systems don't have a moral sense. We were on a school excursion to an Aboriginal cultural centre, and my classmates and I were sitting on the floor, cross legged, in a circle, listening to a story. The story was about Tiddalik, the mischievous frog who, in the Dreamtime, began to drink all of the water to sate his great thirst. Eventually he grew until he was enormous, and there wasn't a drop of water for any of the other animals. Facing drought, they came up with a plan to make Tiddalik laugh and release the water. They try all manner of ways to make him laugh until one succeeded, resulting in it returning to the waterways for everyone to share. In the end, Tiddalik returns to his normal size, and we all learn the cost of greed. I'm paraphrasing of course. I remember other things from school too. The poems by Banjo Patterson about the rugged colonial men taming nature through quiet competence, determination, and a flexible approach to the law. We learnt about Gallipoli, about Simpson and his donkey, and the selflessness, solidarity, courage, and endurance that marked the ANZAC as exceptional. Later in school we learnt stories about later migrations, their struggles, and the racist legacy of the White Australia Policy. I remember talking about it with my great auntie's husband whose family had come from China during the gold rush in the 1890s. It's something we humans have been doing as long as we've been human: sitting around a fire, telling stories, transferring wisdom between generations. I've held onto some of the values imparted from the stories of my early education and abandoned others. On one hand, Tiddalik taught me that nature is to be shared, and that hoarding resources causes everyone else to suffer. On the other, Banjo Patterson's poetry often carried the message that there was heroism in taming the wild lands, claiming your little parcel, clearing it, and sticking up a fence to keep everyone else out. Needless to say, I kept the lesson from the frog and discarded the one by the bearded balladeer. My wife didn't learn about Tiddalik. She tells the story of her school dressing them all up in colonial clothing and having them sing God Save the Queen. And that was in 2006. You may ask what was the point of that story? I like stories. I also enjoy analysing texts focussing on narratives which encode values relevant to a particular culture. And these stories are everywhere. It doesn't matter whether they were created by Shakespeare or Stan Lee, they are cultural artefacts which encode values we humans can interpret and internalise. My moral compass was set as much by Jean Luc Picard as it was by my community. As I'm writing this, I have a ChatGPT-5 window open. I wrote my paragraphs about Tiddalik and Patterson and the ANZACs, and then I asked what values were encoded in these stories. The answer was immediate: > *For Tiddalik: sharing, sustainability, the interdependence of communities and the environment. For Paterson's colonial ballads: self-reliance, perseverance, a romanticisation of settlement and squatting. For the ANZACs: mateship, sacrifice, courage, endurance in adversity.* It's a strong output given that it was in a chat without any explicit prompting to anchor it to specific values. It's certainly influenced by our previous interactions, but that can be ironed out by using fresh sessions for each request. What's interesting here is that an LLM can extract values from a narrative text and even apply them to a scenario. The ability to extract values is useful, but I wanted to know whether it could be used to determine alignment. So I followed up by asking about the extent to which the mortgage industry would be aligned to the values encoded in the story of Tiddalik: > *From a Tiddalik-aligned perspective, the mortgage industry would be about as far from "water for everyone" as you could get. It structurally rewards the frog for drinking more than they need — and often requires the rest of the community to amuse the frog (via interest payments) just to get a trickle back.* If I'm trying to teach values to a seven-year-old I'm going to tell them a story. Time has proven that it works and it's entertaining for both of us. That's not how I'm going to articulate values for interpretation by a complex system, AI or otherwise. I could go down to my local bank branch and set up a speaker system, playing the Tiddalik video on a giant screen at full volume in an attempt to align it to what I think is an obvious set of values. It wouldn't work, despite how desperately it needs to hear the message. ## How we communicate values to systems I wrote a few weeks ago that systems don't have a moral sense. That doesn't mean that we don't already have ways of articulating values to systems. We communicate values to systems through laws and regulations. These sit at the meta-systemic layer of the four-layer model of how values interact with systems. The law sets constraints on systems, telling them what they can't do when attempting to achieve their goals. At the same time, it establishes the enabling architecture that allows entities like companies to exist in the first place. Regulations and standards add a further layer: they don't just constrain, they guide. By codifying lessons learned from collective benefit, things like safety codes, accounting standards, reporting requirements, they channel systems toward preferred behaviours. In this sense, laws and regulations act as a translation mechanism, turning social values into concrete rules and procedures that systems can follow. They are values articulated for systems. For the most part, laws mostly prohibit or define, while regulations and standards prescribe patterns. It's a positive and negative articulation which is used to make sure that our systems work in a particular way. Systems need both so that they can conduct themselves in a way that is aligned to our values. You need to tell a system "don't pollute the river" as well as "install a wastewater treatment system". This could be seen to undermine my argument here. If we have a mechanism for translating our values into something systems can interpret, why do we need something new? It isn't controversial for me to say that our current method isn't working. The mechanisms we've established for constraining and guiding complex systems hasn't evolved as their relative power in society has increased. They continuously take actions that would be considered moral violations were they performed by a human. If we are to bring them back into alignment, we need new ways to better articulate our values so that they can be responsive. There are reasons why this is the case. The information takes time to arrive. By the time it surfaces, the harm has already occurred. It also relies on learning through negative feedback loops caused by the consequences of violations. It means systems only adjust after they've failed to align and will try to minimise the scale of the violation to avoid heavier sanction. We also lose information in the imperfect translation. When we turn values into procedures and practice, they can be gamed, narrowly interpreted, or innovated into obsolescence. Finally, our laws emerge slowly through compromise. This leads to values being eroded before the constraints are even set. Our values are articulated to systems through a process that moves from narrative to normative to procedural to quantitative. They need to because our old systems are built to interpret values in a certain way. Artificial intelligence might open a new possibility: to communicate our values to systems more directly, and more faithfully, than these legacy methods allow. ## We can still be prescriptive Values don't need to be encoded into law to be prescriptive. We're perfectly capable of describing our values in way that AI can understand. Our legacy systems might struggle to interpret them, but it could still be useful for them to have a library of values on the CEO's desk for when the regulators start throwing around terms like unconscionable conduct. Most of what I've tried to do with using LLMs for evaluating values alignment is to take an artefact, usually a document, and measure it against a values specification. In practice this specification is a body of text passed into the prompt, that describes a value along with a bunch of useful enriching information. That level of structure works because it matches how frontier models process instructions. They don't understand values, but they can reliably apply patterns if they are articulated clearly. I've tossed around a few candidates for a schema for values, and this is where I (after stress testing by various LLMs) have landed for the time being: * Value label (atomic form): the core term, stripped of modifiers, so it can't be confused with composites. * Definition: a clear, bounded description of what the value means in this context. * Indicators: observable signs that the value is being upheld or violated. * Applicability conditions: the situations or domains where the value is relevant. * Related values: complementary or competing values that shape its interpretation. * Decision rules: explicit guidance for resolving trade-offs or conflicts. * Example cases: concrete scenarios that illustrate how the value plays out. * Provenance and audit trail: record of authorship, revisions, and sources, to ensure transparency and accountability. It's a lot. And it's probably not right. And it's also hugely influenced by methods from my professional background. And my worldview. And I'm going to struggle to put once of these together, much less trying to create one for every value I can think of. Simple versions of this do work for what I've been trying with LLMs so far. The Terms of Service Evaluator has six of these simple articulations, appropriately brief for a custom GPT, which I've published on my website. However, they're not articulated with the depth that is needed for comprehensive analysis of value alignment. In contrast, the intelligence requirements for one of the intelligence missions I process is probably 12,000-16,000 tokens of instructions per API call, plus whatever I'm trying to analyse. The values statements will need to be somewhere in the middle, maybe a thousand tokens of quality examples per value. For now, this is what I'll keep working with. It's a good compromise using the values definitions as the models understand them out-of-the-box constrained by whichever author is seeking values alignment. ## Existing ontologies and structures There are individuals who have put a lot more work into articulating values in structured ways than I have. One example I'm currently looking at is [ValueNet](https://github.com/StenDoipanni/ValueNet). ValueNet is "a modular ontology representing and operationalising moral and social values" based off Basic Human values theory and Moral Foundations Theory. You can read the paper [here](https://link.springer.com/chapter/10.1007/978-3-031-17105-5_1). The representation of values in an ontological form may be useful to articulate values for artificial intelligence. An ontology like ValueNet sits between stories and rules and can operate like a source of shared vocabulary between them. It sets out the structure of values and maps them to things like the value situation and the participants, as well as the links to theory. It's a disciplined way to represent values in a way that LLMs can process. At this stage it isn't important to pick an ontology or state our values, however they are authored. However, I have the suspicion that some sort of structured ontology will help in articulating values to systems via artificial intelligence. ## Trusting the embeddings There is another possibility. I've found during my experiments with LLMs that they're probably better at articulating values than I am. Or at least they are when asked to do so. Most of the time you don't even need to do that; you can just ask it to assess a document against the value "fairness", for example, and it will go off and do it. That's because it already carries an internal map of how the term relates to everything else. It's a good approach if we're after value alignment, not rules enforcement. Capturing the nuance through embeddings is closer to how values live in language. They're flexible, overlapping, sometimes contradictory, and always context dependent. If the authorship of values is done properly, by using something like a community's cultural corpus of normative values statements, we may not need to be prescriptive at all. It makes sense that the best way to articulate values to AI, or at least to LLMs, is by structuring them in the same way that they are built. Seeing values as attractors makes them less like rigid rules and more like gravitational fields. They're dynamic, shaped by use, and capable of drifting or fragmenting. It might also make them measurable. Structuring values in this way could be used to evaluate how coherent a value label is across a population, how consistently it is used across sources, whether it drifts over time, where contradictions occur, and how close it is to other values in the graph. I'm beginning to think this points toward building a custom embeddings graph built from value-rich texts drawn from a living culture. It's a way of surfacing the attractors that already shape how values live in language I think it's because values, and more precisely the value labels, act as intentional semantic attractors. We use them deliberately to justify behaviours, establish goals, calculate trade-offs, and situate ourselves in relation to others. Values only really make sense in context, that's why we transmit them through stories rather than bulleted lists. ## We need a combination of methods I like the idea of handing the digital holdings of the national library over to a script, extracting metadata-rich values statements, and building a giant graph of how they relate to everything else. It appeals to my instinct to automate, I suppose I'm kinda lazy like that. But that graph isn't just data for its own sake. It's a way of surfacing the attractors that already structure how values live in language. Beyond that though, we also need to be intentional and deliberative when articulating our values for systems. And then we need to choose the right way to represent them in all their fuzzy beauty. To make any system values-aware, you have to pick a method of articulation. The first consideration is that they need to be articulated in a way that the system can interpret. Laws and regulations have worked for our existing institutions because they constrain behaviour explicitly as they go about achieving their goals. These new ways of articulating values to systems will become useful once AI is embedded into our institutions' processes and decision making. More than that, they'll likely be a necessary safeguard to make sure that AI is acting in the best interests of the humans it serves. System interpretability is one side of the coin. The other is in making sure that our method of articulation is appropriate for the community it serves. Some cultures see values as indivisible, others as emergent from relationships, or as embodied in ritual rather than abstraction. The real challenge isn't finding the one true encoding: it's building a translation layer that can hold moral plurality. It's impossible to be neutral when choosing a representation. But it might be enough, for now, to acknowledge the imperfections and still get on with the work of building better alignments. This custom GPT is designed to take a news article and surface the values and conflicts that people and organisations (the actors) have between one another, for the reader. It produces an explainer which the reader can use to understand an issue in more depth. The goal of this tool is to look beyond the positions that actors assert when making arguments, and to surface the underlying values that are used justify them. Most political or policy debates are really clashes between value systems that remain invisible. These are smart, well-intentioned individuals who weren't disagreeing about the facts, they're disagreeing about values. Our public debates have been flattened and have lost their moral literacy. The aim of this tool is to make those hidden assumptions visible again, so that conversations can start with understanding. Our arguments aren't just about facts or interests, they're about what people care about most, often without realising it. By tracing those hidden values, we can start to see why certain conflicts feel unsolvable and where dialogue might actually begin. The Narrative Values Extractor doesn't tell us who's right or wrong; it helps us understand why people take the positions they do. ## How it works The custom GPT works by taking a narrative text such as a news article, editorial, or statement, and producing a short, structured values map. Instead of summarising events, it identifies the groups involved, the values they claim, how they frame the issue, and what solutions they prefer. It also surfaces the conflicts between groups and suggests possible ways forward. The result is a human-readable report that outlines the moral and normative information often hidden inside public narratives. The tool follows a strict step-by-step process: 1. Is given a purpose: to read a single narrative and output a compact, structured values map. 2. Is given the output format and output mode. 3. Ingests URL, file, or copied block of text. 4. Discovers the actors named in the narrative: a. Enumerates over name groups and actors. b. Merges duplicates. c. Requires that actors be relevant to values map before recording them. 5. Extracts values: a. Extracts values nouns and noun phrases. b. Separates stated values from inferred values. 6. Evaluates the evidence with discipline: a. Using quotations where possible. b. Includes citations when browsing is on. 7. Produces a conflict map: a. Lists value-vs-value clashes as X ↔ Y pairs. b. Notes narrative devices. c. Surfaces asymmetries of power, voice, risk, or information. 8. Proposes bridging hypotheses: a. 2-4 practical ideas that honour both sides' values. b. Is concrete in recommendations. 9. Checks output for quality, bias, insufficient information, missing groups. ## Limitations The tool sometimes gives infers actors based on the text. This is referenced, but it's something that I'm considering explicitly excluding because it can cause confusion. You can see that the example at the end of this piece references the NSW licensing authority who weren't quoted in the article. I've kept it in for transparency, it shows the limitations of this approach. The stated values don't match any values framework. They are the best match of the LLM to what it considers human values to be. That's ok for this project, because this is a first pass where you extract the values from a narrative before aggregating it across a group corpus and building the values map from that. In a larger project I'd be taking thousands (or hundreds of thousands) of these outputs, then collapsing them into the main threads to discover the fundamental values. I also wouldn't recommend using the outputs as a source of ultimate truth. These are designed like I build intelligence tools. They point a user in the right direction, reduce uncertainty, surface indicators that might inform more in-depth analysis, that kind of thing. We're the moral agents here, not the LLMs. It means we need to use our own judgement, this is just to help. ## Using the tool Like the Terms of Service Evaluator, it's pretty simple. All you need to do is open the custom GPT, paste the URL or text, and let it do its thing. If you can, turn on thinking mode, it gives a much better response. This works best with articles that are rich in values statements and have at least two opposing sides. I have also tested it out with texts like the poem The Man from Snowy River and the French national anthem La Marseillaise. The results were very pretty cool. Still, I'd try it with investigative news articles first, particularly those which talk about a wrong being committed. ## How it fits in the bigger picture The aim of this proof of concept is to demonstrate how you can extract values from a text. The techniques it uses are the same as more complex processes I've built, such as the [Political Values Analysis tool](https://brendonhawkins.com/hansard-political-values-tool.html), simplified so that it can be used by the public. But what's important is that it shows that LLMs can make explicit the values that are just under the surface of contested issues. I think this might be the most practical of the custom GPTs I've built so far. It's something anyone can use when they're trying to make sense of a complex issue by understanding the moral terrain underneath. Image generated by Chat GPT.* I was living back in Bunbury during an unusually calm time of my life, about a decade ago, where I'd put career on hold to reassess my priorities, much the same as I'm doing now. My days were a swim in the ocean in the morning, literature classes at the local university in the afternoon, work as a night fill captain at night. I spent my spare time in nature, meditated regularly, and was probably fitter than I'd been even during my military days. It was a perfect balance of mind, body, and soul. I was content in my simple life. I was down at Wyalup one day, early afternoon, wind blowing in from the ocean, staring out to sea. Those who meditate will know that with regular practice you can empty your mind during such moments, shift into the blank spaces with ease, let the thoughts drift past unacknowledged. The rhythmic pulse of the water rushing up the channel in the rocks worked like a slow metronome, a point of focus which let me shift into such a space. I stood and watched the rolling ocean from the edge of the outcrop feeling the spray from wave against rock. After a time, I felt a presence on my right. I looked over and saw myself standing there, right next to me, looking out to sea. It wasn't quite me as I'd seen myself in the mirror that morning; he was tanned, had a magnificently long beard and hair, and was dressed in skins, holding a spear. After a time, he looked over, gave a gentle nod, and then directed his gaze back to the ocean in front of us. I did the same, standing in quiet comfort with my ethereal companion, content in the moment. The feeling I had at the time was continuity. He and I were the same in that moment, stripped of our social and temporal context, two identical beings sharing a sensory experience, the rest of the world invisible and irrelevant. I can feel it today as I remember it, vivid and profound, that sacred knowledge that I'm the product of ten thousand years of settled culture, hundreds of thousands of years of humanity, hundreds of millions of years of life, billions of years of existence. I'm not one to be sentimental about the past. I'll take clean drinking water over the authenticity of our nomadic ancestors any day. But perspective is important, even liberating in a way. It means that whatever choices we make are from among a lineage of options much richer than an ordering of candidates on a ballot paper. ## Alignment is about people You might ask why I chose to start this piece about alignment with this anecdote. These things are often as mysterious to me, at least until after the fact. I think that this time what I was trying to say was that despite how much of my writing deals with systems and frameworks and artificial intelligence, alignment is about people. When we make moral choices about how we act, as individuals or as a collective, we're making those decisions with our peculiar human moral sense. This is as true for my nomadic ancestor as it is for me today. I've mentioned a few times that the systems in our lives don't have a moral sense. A lot of what I've been saying, through the four-layer framework among other essays, is that at a certain scale of complexity they stop being able to rely on individual human moral judgement and start to rely on laws and regulations. A local tradesperson, someone who employs a few workers, will soon become known not only for the quality of their work but also for the ethics of their business practices. It means that the business is responsive to signals from the local economy, particularly where complaints are communicated through the feedback mechanism, which is referrals and reputation. Larger systems aren't nearly as responsive. People still generate signals about values violations by institutions, but the absence of a moral sense means that it needs to arrive through proxies. The structural power imbalance is so enormous that it often takes an individual approaching a regulator or journalist before a system will become aware of a harm. This has an impact on responsiveness, another leverage point in systemic intervention, where the time it takes for a system to intervene when harm occurs becomes much longer than that of an individual. The feedback takes its time to arrive. That means the first part of the alignment story is about providing systems with a moral sense. I believe we have the tools to build a moral sense for systems, one that is continuously adaptive. I'm calling it Values Alignment Intelligence. The underlying premise it relies on is that violations of commonly held values are visible by observing human judgements about systems. If you sit back and think about it, we make these judgments all the time. Every complaint, every lamentation, every gripe and grievance, contains the value seeds of our dissatisfaction. That doesn't mean those judgments are always explicit or valid. A rambling story from a four-year-old about how unfair it was when her ball was taken by another kid is loaded with values-rich information, if only you can extract it from the narrative. And we can. Through the combination of everyone complaining on the internet and the powers of artificial intelligence, we have the capability to extract values signals about systems and surface them. You also have signals from investigations, mostly journalists and regulators, which provide high quality information about the behaviours that lead to reputational or regulatory breaches. More significantly, internal information, such as complaints received, processes, and actions undertaken by a system, can be used to produce values signals which can be acted upon rapidly. These don't need to leave the organisation performing the analysis: as an input to risk management, these internal values signals are invaluable. Every Royal Commission includes the behaviours that precede a major violation. Intelligence is the ideal discipline for this type of activity. Its tradecraft is equipped to take large volumes of unstructured, ambiguous, variable quality information from multiple sources, and apply analysis to produce indications that action needs to be taken. It doesn't offer high levels of certainty like science or criminal investigations; its only aim is to provide decision makers with defensible information that they can use to make decisions. And that's what a moral sense should be doing. Its objective isn't to punish, that's what we have laws for. Instead, it should provide the information that can be fed back into a system to guide it back into alignment. I've decided that I'm going to cover Values Alignment Intelligence in a separate piece. It needs its own essay; there is a lot of potential here. ## Our lost senses One night in 2019, I was walking home from a political meeting when found myself stride for stride with another attendee. She was an older woman, well and truly retired, a former social worker. We got to talking and discovered that she was a contemporary of my auntie and knew my grandmother as well, a woman who was the federal secretary of their union back in the 70s. Over the course of our stroll from the pub she recounted a time when they were going through some sort of industrial action. She recounted fondly how the social workers had gone on strike with mixed impact, until a blue-collar union joined in solidarity, giving them the extra clout they needed. Long story short, the social workers won. That story comes to mind when I think about systems and a moral sense. The union example is an expression of collective discontent by a group of individuals who had sufficient power to produce change. We had other collective senses that acted similarly in the past. When news media was stronger and captured more of the population, its investigative functions were more impactful. Academics in secure, tenured positions functioned similarly, before universities became degree factories. Political parties were more grass roots, with higher participation. Religious and philosophical associations had significant clout. Professional guilds, career public servants, public intellectuals, influential artists, local festivals and ceremonies. These things still exist. But they've been corporatised, flattened into the goals of efficiency and profit. The neoliberal era has turned academics into tenuous employees, mastheads into marketing arms, public service into contract management. The organs that once let society feel itself have been numbed by efficiency. When every institution is optimised for throughput, there's no time to interpret what the body is feeling, only to keep it moving. As the capacity to generate signals has weakened, trust and participation has dropped, further damaging the feedback loop. We have built some new senses though. Well, maybe not senses, but a nervous system. This includes social media, forums, citizen journalism, vast troves of data. We have opportunities to network across the world, transparency tools, systems awareness, mutual aid, and belonging that bridges traditional geographic and demographic boundaries. All of these put out weak signals, if only our systems can interpret it. ## Values alignment as democracy in action I think this is the opportunity. We haven't lost our senses, they've just scattered. The world's attention moves through networks like an electric pulse, billions of tiny transmitters firing across the globe. The nervous system is there, hyperactive as it is, but there is no mind to make sense of what it feels. Every outrage flares and fades in the electronic aether, but nothing integrates. That's what Values Alignment Intelligence is meant to be. It's not a layer of control; it's a new layer of coherence. It's a way for the moral signals already present in human interaction to be seen, understood, aggregated, and fed back into systems on our behalf. It's the beginning of a moral nervous system capable of perception, reflection, and feedback: quick enough, and wise enough, to guide the systems it serves. The hard problem here isn't technical, it's cultural. I've built enough prototypes with LLMs that I'm confident that we can extract values signals. But alignment only works if people believe that their moral intuitions matter. We need to believe that collective reflection can improve systems rather than be weaponised by them. To cultivate this belief, we need to teach systems literacy, rebuild trust in shared information, and design transparency so that ordinary citizens can see their values in the structures around them. It has some interesting implications. Seen this way, democracy stops being an event and becomes a continuous act of moral calibration. Each value signal, whether a complaint, protest, policy submission, or regulator finding, becomes part of a living conversation about what we stand for. Elections remain important, but they're a harder signal, one that resets leadership and broad direction at the top rather than influencing the day to day running of our systems. It's an augmentation to our current way of representing our values, not a replacement. And it arrives faster and more focussed than our current feedback mechanisms. Of course, there is a second challenge here. It's one thing to sense misalignment, it's quite another to be able to act on it. ## Aligning our actions Misalignment, or even transgression of a value, is not the same as breaking a law. Most of the decisions we make will require some sort of values trade-off. You can see the struggle in the paragon of virtue Doug Forcett, whose desire to get into The Good Place was so strong that he became terrified of doing anything for his own benefit. It isn't possible to be good all the time, you have to make compromises. We don't need to punish misalignment of systems to our values. In fact, we shouldn't punish systems unless the violations cause harm or clearly have the potential to do so. Punishment should be reserved for violations of laws or regulations, that's why we have them. What we should be doing is highlighting misalignment where it exists. We can then surface the trade-offs where they occur. Finally, we can correct behaviours to manage the risk of harms. Our current feedback doesn't do this proactively; it's only after a consequence of behaviours has been surfaced that values are closely examined. I'm not sure we've even had the language or the analytic frameworks within systems to proactively examine values conflicts. We have lawyers to interpret whether actions are consistent with law, but I haven't encountered an ethicist in my work in government or the private sector. I've certainly had conversations about whether an action is ethical during my work as an intelligence professional and regularly made judgements about whether my personal actions were in alignment with the intent of compliance activities. But an assessment of an action undertaken by an individual or a small team is much simpler to make than one on the emergent behaviours of a complex system or process. Without the expectation that systems, including those privately owned, should be aligned to our basic collective values, none of this is practical. That is a reasonable space for debate, but the future world of my imagination during my brighter moments always includes institutions that will behave better than those we have today. So I'll restate the assertion that we should expect the same adherence to common values from systems as we do from one another. There is the challenge of interpreting values. It's all very well for me to say that I can get AI to neutrally aggregate values signals from across the globe to not only baseline human expectation but create a framework for assessing internal systemic alignment, but there are so many opportunities for bias along the way. Intelligence analysis has the advantage of some processes that try to minimise bias, with mixed success. The important thing though is to acknowledge that bias will exist, discover where it might impact your collection and analysis, take corrective actions, and make decision makers aware of its potential impact. It's also important that the interpretation of values misalignment is left to humans. AI will surface signals of misalignment but isn't a decision maker, at least not yet. I can see a model of analysts processing signals, risk owners producing advice in the context of their missions, and decision makers directing their enterprises in corrective response. I'd have it all overseen by ethicists to ensure the validity of the processes. This reflects how information flows through organisations at present and wouldn't require a significant shift from how other risks are managed by large enterprises. There are more radical options, but this is the one with the least friction. Detecting misalignment across an enterprise or government department is incredibly complex and I don't want to minimise the challenge. However, I've worked in enterprises which monitor networks in real time for availability, performance, and cyber intrusions, using mostly deterministic rules and simple statistics. Artificial intelligence, with its ability to process enormous volumes of unstructured information, makes the same kind of monitoring and aggregation of values signals from open-source information and internal artefacts possible. It will take time to develop the tools and techniques, but it's essentially the application of existing tradecraft to a new challenge. Finally, there is the question of why systems would choose alignment. My answer to that is because people choose alignment. There is an instinct to reduce corporate and government leaders, or anyone acting on behalf of a bureaucracy, to cartoon villains who are acting because of evil. But that's not my experience of the people in leadership positions that I have worked with. I don't want to pretend that there isn't an overrepresentation of self-interested sociopaths at the top levels of society, but they are still a minority. Most people want to do good, or at the very least be seen to be doing good by their peers. They make bad moral decisions because the information and incentives don't corral them into alignment. The signals that reach boards are financial performance, regulatory and legal exposure, risk dashboards filtered through committees, and growth and structural metrics. There may be internal cultural feedback and surveys of customers, or things like trends in complaints, but these lack the sharpness of more robust metrics. Executives and boards want to talk about values, about contributing to society, but they don't have the tools to measure and correct. There are other incentives for organisations. Values sit above laws and regulations, even above our rationales for enabling the creation of entities like governments and corporations. They are the invisible substrate of legitimacy, the reason why any system is tolerated in the first place. When a system loses contact with that layer, it begins to decay from within, no matter how efficient it remains. Providing systems with an operational moral sense gives them access to the second highest layer of systemic leverage points: > *"The mindset or paradigm out of which the system — its goals, structure, rules, delays, parameters — arises."* A system that can perceive the mindset of the culture it operates within becomes capable of participating in that culture's moral evolution. It can sense when its legitimacy is waning and adapt before collapse. It can act with purpose and coherence rather than reflex. More practically, it can achieve its goals with less friction. There is competitive advantage hidden in that, the kind that accrues to systems that can listen. It'll make things better for us regular folks as well. ## We have options Turns out this is one of those times where I discover why I chose my opening anecdote only once I reach the end of the essay. Seeing nomadic Brendon beside me on the rocks was more than just a suggestion that I should grow my hair out again. It was a reminder that we are both points on a continuum of human existence, our ways of living equally valid for our cultural, technological, and worldview contexts. The future will not be the same as today. We're good at acknowledging the inevitability of technological change but sometimes fail to consider that we'll change morally and culturally as well. It explains why we get locked in by systems logic, whether they be national constitutions or the incentives that companies respond to. Our systems are part of the lineage of human history too, and it's important that they change alongside us. Alignment is how we keep them alive, how we let them grow with us rather than becoming relics of the past. Acknowledging the inevitability that things in the future will be different makes it easier to become active participants in change. I can't say what the outcome of better aligning our systems to our shared values would be. But I think it will make them better. Image generated by Chat GPT.* It's the last of the three custom GPTs, along with the Terms of Service Evaluator and Narrative Values Extractor, that I'll be writing about in this series. These simple demonstration GPTs wrangle the logic of some of the tools I've built at home into something that can be easily accessed by the public. But they are limited, as simple prompt-driven one-shot analysis tools that don't have the validation steps that I'd like in something more robust. This tool stretches to its limits what I can do to extract values signals with a custom GPT. I've taken as many of the frameworks and theory from this series as I can in one process. This isn't just another policy critique tool: it's a diagnostic tool that reveals where and how a system's stated purpose diverges from what it actually does. It then makes that analysis actionable by identifying specific intervention points. Unlike policy tools it's not aiming to see whether institutions are abiding by regulations or whether policy is effective at achieving goals. It's going deeper, to the values that inform those goals, to diagnose where the values may have been lost in translation. ## How it works This custom GPT needs to be used in thinking mode. You may need to use the browser version of Chat GPT, it can be hard to choose model using the phone app. The process is as follows: 1. The user inputs a system and an aspect of the system that it wants to analyse. This specific focus is important; these systems are often massive and the LLM can drift to whatever first catches its attention if not instructed properly. 2. Phase 0 (Scope): The tool sets the boundaries of the analysis. 3. Phase 1 (Grounding): The tool performs research through a web search to identify information relevant to the request. 4. Phase 2 (Narrative Mapping): The tool extracts the dominant narrative, common metaphors and frames, narrative carriers, and tone and positioning. 5. Phase 3 (Values encoding and drift): The tool examines the system's stated values and enacted values before identifying drift between the two. 6. Phase 4 (Four-Layer Framework Application): The tool examines the system using the Four-Layer Framework, looking at the values layer, meta-systemic layer, implementation layer, and Interface layer. 7. Phase 5 (Alignment Diagnosis and Interventions): The tool identifies key misalignments and proposes interventions in the system that would improve alignment. 8. Phase 6 (Four A's Synthesis): The tool examines the values embedded in the system by looking at Authorship, Articulation, Alignment, and Adaptation. 9. Phase 7 (Summary): The tool produces a paragraph summarising the findings of the analysis. The results are output as a narrative report in Chat GPT. ## Limitations This is necessarily a one-shot analysis of a complex system. It works well but should not be considered authoritative. While LLMs can hold a lot of context at once, the grounding is shallow and limited by the attention that it can provide to the task. It seems like the loudest narratives in the media and the official sources are the ones that come through the search results. This is a bias in the way all web search is performed, it is difficult to overcome without more robust collection methods. Its proposed interventions can be hit and miss. Well, mostly miss. LLMs are like idealistic teenagers who just happen to have read ever book ever written. The cheerful optimism is nice but we should probably leave policy proposals to the humans who have to live with them. They do work as good prompts for future thought, particularly on the occasions where they come up with ideas I would never have thought of myself. It's also important to note that the entire process is designed to look for misalignment between stated values and behaviours. This is an intentional bias. The things that are working well in a system aren't likely to make the news. It means that the LLM will look for misalignments and may amplify them in its analysis. It's worth remembering that most systems achieve their goals effectively most of the time. But some misalignment is inevitable, that is what this tool is trying to highlight. ## Using the tool A reminder: you'll need to use thinking mode for this one. I've provided a few candidate Australian systems that I've tested which work well. They get a lot of coverage in the media so are rich with values language. * Child Protection System (Australia) focussing on indigenous child removals * NDIS (National Disability Insurance Scheme) focussing on participant autonomy and administrative control * Youth Justice System (Victoria) focussing on incarceration of children * Australia's Climate Policy System focussing on fossil-fuel approvals under net-zero commitments * Welfare Compliance System (Centrelink / Services Australia) focussing on automation and the Robodebt legacy I've avoided any corporate institutions in the examples but they work just as well. My aim was to demonstrate that an LLM can look at a system, extract the stated values that it's meant to be aligned with, and then compare those values to how it's performing. It does that at least. And it's a different lens from how we often look at the performance of our systems. This custom GPT, with its multiple phases, is really a bunch of different tools taped together. To develop it out further will be a lot of work, but I am looking at the individual elements as part of a bigger ecosystem. At the very least I need something that does: comprehensive grounding; effective values extraction into a more formal specification; a more complete survey of sentiment towards the values of system behaviours; and, more rigorous analysis of the gap between stated values and what a system actually does. Like everything, it's a work in progress. This post was two weeks after the last one, I am slowing down a bit. I spent the last fortnight writing training courses and will have more on my plate going forward, so I'll likely drop my tempo to one post a fortnight. AI agents are becoming more autonomous, chaining tasks together and even collaborating with other agents. AI agents aren't analysts. They are highly efficient digital workers. They handle volume and speed, but only humans bring context, ethics, and responsibility. --- ## Slide 7: Working with the limitations **Summary:** Acknowledges that LLMs are effective when doing certain tasks like summarising and triaging at speed. The presenter asserts that the best way of keeping them focussed is to use robust intelligence requirements. LLMs are fantastic for summarising, translating, triaging information, and speed LLMs are less effective for analysis*, long reports, referencing, and remembering. Where I have had most success is in keeping AI focused on tasks by using robust intelligence requirements. Then you need to understand your own intelligence processes and break them down into manageable chunks. LLMs, like human analysts, make mistakes. But good process can minimise these. AI is faster if you can tell it what you need. --- ## Slide 8: The Intelligence Cycle **Summary:** The presenter gives an overview of the intelligence cycle for non-intelligence professionals. He suggests that the structured, systematic approach of intelligence is well suited for building AI agents as they perform specific tasks. Intelligence is an ancient profession. But it was only systemised during the 20th century. In the western military context, it was structured using the intelligence cycle. The intelligence cycle is a simplified framework for the activity of intelligence. Each part of the cycle traditionally uses specialised professionals to perform their part. It's the same with AI agents in intelligence – they should be specialised to perform their role in the intelligence cycle. --- ## Slide 9: Refining intelligence requirements **Summary:** The presenter demonstrates using LLMs in voice mode to refine intelligence requirements for the audience. He gives an overview of the challenges of defining requirements over a large user base with a small intelligence staff. Intelligence teams service a range of business areas. They need to engage with stakeholders and bring the results together to generate perfect information needs! A challenge for any intelligence function is that they are servicing a range of stakeholders. AI can be used to help refine requirements and make sure that the right intelligence is reaching the parts of the business that need it. I had to pull out the week before but have posted the paper here.* ## Introduction While intelligence has traditionally been the domain of government, corporations are increasingly building in-house intelligence teams to address strategic and operational risk. Functions such as cyber threat intelligence and fraud intelligence remain the most common requirements, but companies are also investing in geopolitical, insider, third party, investigative support, and criminal intelligence teams to meet their intelligence needs. The role of the intelligence team in the corporate setting is to contextualise intelligence against enterprise risk, leveraging a variety of paid and open collection sources to inform analysis and meet these organisational needs. There are challenges in this emerging field. Sourcing expert staff who can bring an intelligence mindset to a corporate environment remains difficult, and the nature of business means that demonstrating the value of intelligence to leaders is a continuous process. Capabilities need to be shaped to meet resource constraints and requirements of the organisation, with continuous reinvention as priorities shift. Corporations can also be organisationally complex with competing requirements and overlapping areas of responsibility making stakeholder engagement challenging. Nevertheless, there is a growing appetite for intelligence within corporations, for both in-house and externally managed capabilities. ## Intelligence in the corporate setting The term intelligence is included in the titles of a range of corporate functions. Most of these perform business intelligence, where insights into performance across business, staff, or finance are analysed to produce insights for leadership. This important function shares a name with what we'd understand intelligence to be but is ultimately the delivery of metrics to an executive audience. There are also businesses, mostly outside Australia, who maintain competitor intelligence functions to monitor their competition. These operate in a shadier place where collection resources target competitor pricing and technology to drive business decisions. This is closer to what would be considered intelligence in a security context, aligned with economic and technology requirements. Where there is most significant overlap with traditional government intelligence functions is the threat intelligence capabilities maintained by a growing number of companies across Australia. Within these some of these functions, there is innovative, doctrinally sound intelligence occurring which intelligence professionals would recognise. These functions are often staffed by professionals from government, military and policing backgrounds, repurposing tradecraft and managerial principles for a corporate context. Unlike other corporate functions with intelligence in their names, threat intelligence functions will have an adversary, including fraudsters, criminals, cyber threat actors, and insider threats. They will often be externally facing, building an understanding of the threat landscape before contextualising it to the organisation they are tasked with protecting. For simplicity, this paper will focus on threat intelligence functions which service security risk in organisations, as risk is the ultimate driver of the need for corporate threat intelligence functions. Armed with quality strategic and operational intelligence, risk owners can be effectively informed about the threats the organisations are facing. This intelligence is then used, alongside other sources of information, to design controls which eliminate or reduce the risks that the organisation is facing. In this way they operate similarly to familiar intelligence functions in government. Some organisations with regulatory obligations, particularly organisations operating critical infrastructure or other regulated assets, are often required to have intelligence functions, particularly cyber threat intelligence capabilities. Certain information security standards, such as ISO/IEC 27001 and the NIST Cyber Security Framework, also require organisations to ingest threat intelligence to meet the standard. The combination of reducing risk, government compliance, and meeting industry standards all contribute to an increasing appetite for corporations to build intelligence functions. The question of where intelligence capabilities sit in an organisation has a significant input into the focus of a team. At the domain level, intelligence functions will most often sit alongside the operational elements which are being supported by the intelligence team. Examples include security intelligence analysts being part of corporate investigative functions, cyber threat intelligence teams sitting inside security operations centres, and fraud intelligence teams operating alongside regulatory compliance or operational risk teams. The most common alternative is for intelligence functions to sit within enterprise risk which is suitable where the intelligence required is more strategic or focussed on briefing senior executive audience. Large organisations will often have several thematically-aligned intelligence teams operating in silos with different tooling, skills, expertise, and objectives. The alternative to intelligence teams aligned to thematic requirements is a converged intelligence team servicing multiple stakeholders. These teams will still generally focus on a single domain such as security but will produce intelligence to meet a range of requirements. They work best as a combination of intelligence generalists and domain experts, with analysts often responsible for supporting specific reporting lines but able to pivot rapidly between target sets. These teams are often staffed by more experienced analysts, ideally by individuals who have worked across multiple target sets prior to joining corporate intelligence functions. The advantage of a centralised, converged intelligence team is the sharing of analytic expertise and tooling across multiple objectives. A challenge can be prioritising work where there are competing requirements and stakeholders. The teams also scale differently depending on the resourcing devoted to intelligence. Only the largest corporations in Australia have the resources to maintain intelligence teams, with cyber threat intelligence being the most common type of team found in large organisations. More often large and mid-sized corporations will have, at most, one or two intelligence analysts supporting an operational cyber security capability. Where large security intelligence teams do exist, they are most often 2-7 intelligence analysts led by a manager. Personnel also generally fall into two categories: domain specialists who have skills in technical fields, or intelligence specialists with experience in government or the military. A combination of both types of individuals can address the need for coverage of both a comprehensive understanding of intelligence as a discipline and the requirement that members of small teams need elite target and domain knowledge. Small intelligence capabilities within corporations can be effective due to the limited remit of intelligence teams and because corporate intelligence capabilities generally do not have to maintain their own collection capabilities. Externally focussed intelligence teams, such as cyber threat intelligence teams, rely heavily on software-as-a-service (SaaS) platforms which collect, process, and alert on information gathered from a range of open and closed online sources. Internally focussed intelligence teams generally rely more on internal telemetry which is collected as part of other functions, such as cyber and data loss prevention events, insider threat alerting, or financial records. In practice, both internal and externally-focussed teams use a combination of both to meet their requirements. Some larger intelligence functions do have their own open-source intelligence capabilities, including dark web monitoring and even threat actor engagement. These capabilities can be problematic, particularly from a legal and reputational perspective, so most organisations do not have an appetite to maintain these specialised skills. This means that corporate intelligence teams, rather than performing the full set of intelligence cycle capabilities, are primarily analysis and production teams. Where collection management does occur, it's tuning partner SaaS tooling to filter intelligence being delivered to the team. Intelligence functions will generally have very limited insights into the proprietary collection sources used by their SaaS intelligence providers and will therefore have limited ability to influence collection posture or evaluate collection source effectiveness. Threat intelligence capabilities can begin as a proactive individual using intelligence methods to support an investigative function or as a response analyst ingesting technical threat indicators into detection platforms. This can then build to a full-time employee working as a dedicated intelligence analyst. Finally, a larger team forms with its own remit and management, most often being led by a team lead or manager with 2-7 analysts working to address a risk or support a mission. This organic emergence of an intelligence capability has the advantage of addressing tested requirements within the organisation and its workflows will be aligned to operational functions. The disadvantage is that the processes are not necessarily built to the standards of a government intelligence function, including the team performing activities that would not be considered intelligence outside of a corporate environment. The second way that intelligence functions can emerge is by a directed action to add an intelligence capability to a security domain. This can be a common response to a request from a regulator, a desire to meet a security standard, or a proactive uplift by security leadership. Where an intelligence function is added to an organisation without any existing intelligence capability the design of the team is critical, ensuring that it is meeting a need and is not producing intelligence for its own sake. A considered assessment of requirements prior to building any intelligence team is necessary, particularly to gauge whether the scale of the capability required matches the resources being made available by the organisation. Whether formalising an emergent capability or building a new intelligence team from scratch, the intelligence cycle is a useful guide for how to build an intelligence team. Requirements and stakeholder engagement are central, particularly understanding the organisational need and what they consider intelligence to be. In all cases a new intelligence capability will be driven by a key stakeholder, but demonstrating the ability to service a broad range of requirements and teams will strengthen the case for resources. This is particularly important given that while some security professionals will have a good understanding of intelligence products, they will likely have a limited understanding of intelligence as a process. The identification of intelligence outputs is the next critical step. Intelligence teams need to produce products that meet stakeholder needs, and these will vary depending on the organisation and the domain. Common products include threat briefings, intelligence reports, situational awareness updates, and threat actor profiles. The format and frequency of these products should be tailored to the audience and their decision-making cycles. Regular feedback mechanisms are essential to ensure products remain relevant and valuable. Building mature intelligence capabilities requires time, investment, and commitment to best practice intelligence management principles and solid process. Continuous, incremental uplift of immature capabilities needs to focus on regular and structured stakeholder engagement, consistent collection management to ensure only valuable information is reaching analysts, uplifting analyst skill and experience, regularly assessing and introducing new and refined product lines, and, perhaps most challenging, proactively seeking feedback to inform a program of continuous improvement. ## Leading Intelligence Capabilities Large corporations who build intelligence capabilities rarely have security, much less intelligence, as anything other than a critical function to address risk. Instead, these corporations provide financial services, install internet connections, run mines, sell consumer goods, and build infrastructure, as part of a range of other critical elements of our complex market economy. As such, security is something that is taken care of by individuals who are peripheral to the core business, and implementing security controls is sometimes seen as an impost. Within security functions themselves an intelligence capability can be central to their operating model if a function is intelligence-led. It can however also be an afterthought, an additional small offering because senior executives believe that they need to have an intelligence capability even if they're not entirely sure why. Across both of these scenarios there can be gaps in understanding of what intelligence is. This most frequently manifests itself when specialists or senior executives claim to have intelligence to share that is instead a rumour which has not been evaluated or subjected to any critical assessment. This misunderstanding fails to consider intelligence as both a process which subjects data and information to analysis as well the output of that process itself. There are often also significant gaps in understanding the level of visibility that intelligence teams have, particularly not appreciating that collection resources are finely tuned and can't easily be re-tasked to threats outside of their specialised function. It is however important to remember that these challenges are not confined to intelligence in a corporate security setting with teams of exceptionally capable individual contributors and leaders each contributing with their own specialised skills and knowledge. As an intelligence leader it is critical to bring other security professionals on a journey to build their understanding of intelligence so that they can more effectively engage intelligence teams and understand its capabilities and limitations. As a capability, intelligence is generally highly regarded in corporate security teams. The work is seen as valuable and sometimes mysterious, and colleagues are enthusiastic about learning more about intelligence and how it works. This translates into security leaders having faith in intelligence analysts as highly capable problem solvers who they often approach with their hardest issues. The challenge for an intelligence leader is that senior leaders will occasionally ask intelligence teams to perform functions which they are not resourced or sufficiently skilled to perform, such as risk assessments, operational tasks, and assessments of threats outside of their area of expertise. This is particularly challenging when also balancing the enthusiasm of analysts whose disposition is to have a go when faced with a challenge. The intelligence leader needs to understand that their capability is limited, and to be willing to push back when analysts are asked to produce intelligence on topics which they don't have expertise or to perform tasks which should be reallocated to other teams. As a leader it's important reject some requests when it exceeds the capability of the team while understanding the strategic importance of leveraging the team to assist with non-intelligence work where it is appropriate. The skills expected of an intelligence analyst in the corporate setting are broad to the point of potentially being unreasonable. Intelligence analysts are often expected to monitor feeds for situational awareness, perform post-graduate level research, manage security tickets, produce narrative reporting, analyse of technical data, and brief senior stakeholders on complex threats. The profile of corporate intelligence analysts will be familiar to intelligence professionals: enthusiastic individuals with a broad range of skills who have expertise in a domain of knowledge. While the calibre of general skills and domain expertise is generally excellent, corporate intelligence analysts often don't have experience working in intelligence and certainly don not have the same access to training in intelligence as a discipline as analysts working in government. This presents challenges to leaders of corporate intelligence teams. Staff are often inexperienced, with analysts often filling senior roles in the first five years of their careers. In the cyber threat intelligence discipline, this is impacted by the newness of the field and the challenges of finding cyber talent in Australia. Given the small size of intelligence teams and broader scale of threat intelligence across the country, corporate intelligence analysts most often haven't been exposed to the range of roles or target exposure that an analyst working in an intelligence agency would as part of, for example, an intelligence graduate program or multiple early career postings. Intelligence training available to corporations is also sparse, varied in quality, and universally expensive, and university courses aren't delivering the types of skills required in corporate intelligence functions. It may allow detection and response teams across fraud, cyber security, and physical security to optimise their detection methods through an understanding of threats, but ultimately those functions directly manage a core function while intelligence merely supports them. This means that during periods of organisational contraction intelligence functions may be cut first until the capability is too small to be self-sustaining. Intelligence leaders need to understand the place of intelligence in a corporation whose objective is profit and to periodically reshape intelligence capabilities in line with the scale an organisation is willing to support. ## The Future of Corporate Intelligence Intelligence is unquestionably valuable to security leaders in corporations. Large organisations aspire to be intelligence led in line with best practice, and smaller security teams lament the absence of an intelligence capability when struggling to make strategic and operational decisions. The trend globally is to invest in intelligence capability when building a mature security domain, and at this stage there is ample opportunity to innovate when designing intelligence functions. What has been described above is corporate security intelligence as it is, what follows is an outline of what it could be in years to come. Intelligence functions operate siloed even within organisations, much less between companies, with the primary axis of structure being along functional lines. For example, cyber threat intelligence teams sit alongside cyber security operations teams, security intelligence analysts are embedded in investigative functions, and fraud intelligence teams sit alongside their colleagues managing regulatory compliance and risk. Fundamentally however, these teams are all producing intelligence despite their different domain expertise. The separation of these teams exposes a weakness of scale: corporate security teams will never be large enough to possess the full cycle of intelligence capabilities available to government agencies and forces. They can produce excellent analysis but struggle with requirement setting, collection management, dissemination, quality control of end products, and robust processes for sharing intelligence. At a small scale, converged security intelligence teams can address some of these issues. However, these teams rarely have the size required for full-cycle intelligence management and simply stretch themselves over a wider target set. The challenge then is to maintain the advantage of intelligence capabilities sitting alongside the operational and strategic capabilities they support while being able to draw on shared resources to manage the intelligence capability. The model which supports these twin objectives is for a centralised security function leading outposted intelligence analysts and teams which service other parts of the business. A centralised function which handles analyst training, initial stakeholder engagement, requirement setting, feedback and evaluation, collection management, intelligence partner relationships, and reporting standards, would bring corporate intelligence capabilities closer to the level available to government. This function would be responsible for the practice of intelligence while the daily operational management of analytic resources would remain with the operational teams. A capability built on this model scales easily, with individual or small teams of analysts able to be deployed throughout an organisation to achieve their mission while being supported by robust intelligence practice. There is even the opportunity for centralised collection capabilities such as an open-source intelligence team servicing the outposted analysts. This model has an analogy in military and policing contexts. Police forces post intelligence analysts to district commands and specialist squads, with analysts taking their mission tasking from their units while leveraging the shared intelligence management resources and surge capability of a centralised intelligence function. Military deployments operate in a similar manner with deployed intelligence cells made of analysts from different services, corps, and specialisations, as well as capabilities drawn from intelligence agencies. In both cases there is a chain of command leading to both unit commanders and the centralised intelligence capabilities from which the resource is drawn. This model easily translates to large corporations aiming to service a disparate variety of business units with intelligence. Strategic leadership of a centralised intelligence requirement would likely come under a Chief Intelligence Officer (CINO). The concept of a CINO has emerged recently with the position operating similarly to a Chief Legal Officer, providing strategic advice to C-Suite executives and board on strategic intelligence matters. A centralised intelligence capability with access to the intelligence output of the entire organisation would be uniquely equipped to provide strategic advice to decision makers. Leadership by a senior executive with insights into the concerns of decision makers is the most effective way to ensure that intelligence teams are aligned to corporate objectives.
